Arbeidet for å få utnyttet energien i det rennende vannet i Kykkelsrud- og Haltorpfossen startet i slutten av 1890-åra. Mannen som framfor noen målbar ideen var Anders C. Furuholmen. Han, broren Richard Furuholmen og naboen Mathias Skotvedt inngikk i en allianse med A/S Glommen Træsliberi om å få realisert ideen. Etter ei bankkrise i Kristiania i 1899 ble det imidlertid vanskeligheter med å få finansiert prosjektet. Aksjeselskapet som hadde sikret seg fallrettighetene henvendte seg da til selskapet Schuckert & Co. i Nürnberg, som etter hvert gikk inn i prosjektet med kapital og kompetanse. Schuckerts ingeniører samarbeidet med kanaldirektørens stab om prosjekteringa. Arbeidet startet med oppdemming av det østre løpet Kykkelsrudfossen ved Haltorpøya, cirka en kilometer ovenfor stedet der kraftstasjonen skulle reises. Derfra ble det sprengt en kanal ned til kraftstasjonen. Samtidig ble det bygd jernbane fra Askim stasjon til Kykkelsrud med sidespor til Glommens Træsliberi og et mølleanlegg. Jernbanen skulle blant annet frakte tunge maskindeler til kraftstasjonen. Byggearbeidet startet i 1900. Arbeidet beskjeftiget mange hundrede mann, og første byggetrinn var ferdig høsten 1903. Driften startet med to aggregater som begge kunne yte 3 000 hestekrefter. Ettersom de norske aksjeeierne ikke greide å reise den kapitalen avtalen med Schuckert & Co. forutsatte, ble det tyske selskapet etter hvert eneeier av anlegget. I 1906 og 1908 vedtok Stortinget konsesjonslover som satte rammer for utenlandske oppkjøp av norske naturressurser. Samtidig fikk også Schuckert & Co. likviditetsproblemer etter store investeringer. I 1910 ble kraftanlegget på Kykkelsrud solgt til A/S Hafslund for 5, 3 millioner kroner. Utbygginga fortsatte, med nye byggetrinn i 1908-09 og i 1912-13, og via en 43 kilometer lang fjernledning kunne det leveres strøm til hovedstaden Kristiania. Også lokalsamfunnet Askim fikk etter hvert strøm fra Kykkelsrud.
Kraftutbygginga ved Kykkelsrud var det første storprosjektet av denne typen i et viktig norsk fløtingsvassdrag. Følgelig var det usikkerhet rundt konsekvensene av utbygginga av Kykkelsrud- og Haltorpfossen. Det oppstod snart uenighet mellom utbyggerne og fløtingsorganisasjonen (Fredrikstad Tømmerdirektion) om hvorvidt utbygger primært skulle forholde seg til de generelle bestemmelsene i vassdragslovens § 8 eller den mer krevende § 48, som forutsatte at utbyggerne skulle bekoste og vedlikeholde innretninger som sikret god passasje for fløtingsvirket. Det viste seg at de forbygningsarbeidene som ble gjort førte til opphopning av tømmer, og under arbeidet med å løsne den haugen som bygde seg opp alt den første fløtingssesongen etter at utbygginga startet omkom tømmerfløteren Jørgen Gudbrandsen (1834-1900). De problemene reguleringa av Glomma ved Kykkelsrud skapte for tømmerfløtinga resulterte i mange og kompliserte forhandlinger, som fikk en slags løsning i form av en avtale som ble inngått på ettersommeren i 1904. Avtalen forpliktet utbyggerne (Glommens Træsliberi) til å holde en viss vannføring i fløtingssesongen, og til å bygge lenser og skjermer som skulle hindre at virket la seg opp på skjær. Kraftselskapet måtte også betale fløtingsorganisasjonen erstatning. I etterkant av denne saken brukte Tømmerdirektionen betydelige ressurser på sprengingsarbeider i elveløpet og på å bygge en betongskjerm ved Hvervenfossen. Denne konstruksjonen skulle oppheve noen av ulempene reguleringsarbeidene hadde påført fløtinga.

På flåtegangene ser vi fløtere med langskaftete haker som de brukte til å skyve på tømmeret, slik at det skulle komme riktig inn i renna. Huset på de to kraftige betongsøylene ble antakelig brukt til å heve og senke «inntaksskuffen», en slags terskel som gjorde det mulig å justere vanntilførselen til tømmerrenna etter vannføringa i elveløpet. Det var viktig å ha nok vann til at tømmeret fløt godt nedover i renna, men med tanke på kraftproduksjonen var det viktig at det ikke gikk for mye vann denne vegen. Det skal ha gått an å fløte tømmer gjennom Kykkelsrudrenna med et vannforbruk på 10 kubikkmeter i sekundet, men når det var mye tømmer trengte tømmerfløterne opptil 25 kubikkmeter i sekundet. Med en slik vanngjennomstrømning kunne de ekspedere 10 - 12 000 tømmerstokker forbi kraftverket i timen.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløting om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. Materialet ble enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Digitalisering og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
