Den 23. januar 1914 oppsummerte avisa Morgenbladet tiltakene som var gjort for å regulere vannstanden i Øyeren via en dam i Mørkfossen slik:
«Mørkfoss-Dammen.
For omtrent 57 Aar siden bevilget Stortinget Penge til Regulering av Øieren. Denne Regulering skulde tjene to Interesser. For det første skulde der ved Utsprængninger i Dypløpet skaffes en Sænkning av Vaarflommene, saa disse i Almindelighet ikke skulde komme høiere op end til 14 Fots Merket paa Relingen. Reguleringens anden Hensigt var ved Hjælp av en opbygget Dam, Mørkfos-Dammen, at holde Høstvandstanden oppe paa 6 Fot indtil 15de Oktober. Det første skulde vinde ind Jord for Gaardbrukerne, og det andet hjælpe Brukseierne til at faa Tømmeret frem til Brukene. Det var Forutsætningen, at 2/3 av Utgifterne skulde dækkes av alle Interesserte.
Øierens Sænkning fik imidlertid ikke den Effektivitet, som man hadde forutsat, og Jordbrukerne slap derfor en hel Del av det Bidrag, som ellers skulde faldt paa deres Kappe. Dammen derimot kom til at svare til sin Hensigt, og Brukseierne betalte det avtalte Beløp 80 000 Kr., mot at Staten overtok Tilsynet med og Vedlikeholdet av Damanlægget.
Før Dammen blev bygget, var Vandstandens Middelhøide i Oktober gjennemsnitlig 1-2 Fot og bare et enkelt Aar, i 1846, oppe i 6 Fot.
Da Dammen var færdig i 1862 blev Forholdet straks bedre. De første 10 Aar holdt saaledes Vandstanden sig gjennemsnitlig paa 6 Fot, som forutsat, og helt ned til 1900 holdt ogsaa Dammen nogenlunde denne Vandstand.
Allerede i 1871 faldt imidlertid Dammens nordre Pillar væk, og litt senere den midtre. Siden røk Sidepillar, og litt efter litt ramlet Damanlægget mere og mere sammen. Siden 1900 har der da været stadige Ulemper for Brukene paa Grund av for lav Vandstand. Den har været helt nede i under 1 Fot. Ifjor Høst var det saaledes femte Gang paa de sidste tretten Aar at Brukene maatte, dels indskrænke, dels helt stanse sin Virksomhet av Mangel paa Vand.
De Interesserte har i Sakens Anledning gjort Forestillinger hos Staten, som jo hadde overtat Damanlæggets Vedlikehold, men Forestillingerne har været resultatløse. Staten lot Dammen forfalde, og Vasdragsdirektøren hævdet, at Dammen tiltrods for sit Forfald har samme Dæmingsevne som før, saa den lave Vandstand ikke skulde skyldes den. Direktøren og Arbeidsdepartementet foreslog imidlertid i 1912 Bevilgning til Dammens Istandsættelse, men mot Garanti fra Distrikterne og de Private for mulige Erstatningskrav, idet de nemlig vilde gjøre Vandstanden i Øieren bedre end den var, da Dammen var bygget i 1862. De Interesserte negter imidlertid at stille Garanti, idet de hævder, at de kun forlanger opretholdt den gamle Forutsætning om 6 Fots Vandstand inden 15de Oktober i alle Aar. Dermed er den Sak blit staaende i Stampe.
Men disse lave Vandstandsforhold med Indskrænkninger og Stansninger av Driften har selvfølgelig paaført de Interesserte voldsomme Tap, og Christiania Tømmerdirektion anlagde derfor i 1905 Erstatningssak mot Staten for Skade lidt ved Mørkfos-Dammens mislige Tilstand i 1904, da Vandstanden var nede i 0,68 Fot paa Relingsmerket. Ved Christiania Byret blev saken paadømt i 1909 med det Resultat, at det Offentlige med to mot en Stemme, «under Bevisets forhaandenværende Stilling blir at frifinde og Sakens Omkostninger at ophæve». Det dissenterede Medlem voterede for, at Staten hadde misligholdt sind Vedlikeholdspligt og skulde svare Tømmerdirektionen Erstatning efter Skjøn.
Imidlertid blev Saken appellert til Høiesteret, som ved Dom av 25de Oktober i fjor tilkjendte Tømmerdirektionen Erstatning av Staten efter Skjøn, som skulde optages paa Statens Bekostning. Staten blev dessuten tilpligtet at sætte Mørkfos-Dammen i dens oprindelige Stand igjen inden April 1915 mot en løpende Mulkt av 100 Kr. pr. Dag fra den Tid.
Som Følge av denne Høiesteretsdom har samtlige Bruk ved Øieren og Nitelven nu reist Erstatningskrav mot Staten for den Skade og Ulempe, som er forvoldt hvert enkelt Bruk ved den Lave Vandstand i 1904, 1911 og 1913.
Paa Stortinget i 1912 lovet Statsraad Brænne at ta sig av Saken og indkalde et Møte av de Interesserte til Drøftelse av Spørsmaalene, men under de raskt følgende Ministerskifter i Arbeidsdepartementet blev Saken foreløpig stillet i bero. Ved sin Tiltræden blev imidlertid Statsaad Urbye mindet om det gamle Løfte, og han opfordret da i fjor Sommer de interesserte Distrikter og Private til at vælge Repræsentanter til et slikt Møte.
Og dette Møte er det altsaa som idag har drevet sine Forhandlinger i Lillestrøm.»
Mørkfossdammen sett fra østre mot vestre bredd. Da fotografiet ble tatt, antakelig omkring 1920, var Mørkfoss regulert med en såkalt «fermettedam». Dette var en konstruksjon der stengselet besto av stående plank som var reist mot ei rekke av triangulære stålbukker på tvers av vassdraget, altså en type «nåledam». Øverst på de triangulære bukkene var det også montert gangbord der damkara kunne gå når de skulle regulere damåpningen. Nedenfor fermettedammen er det et damgolv (flaking) - et skråplan - som overrisles av vann som har trengt mellom damplankene. Her later detn til at damgolvet er lagt av tømmerstokker som er lagt tett i tett, parallelt med strømretningen. Fotografiet er tatt fra den søndre elvebredden (Trøgstad-sida). Midt i bildet ser vi en åpning i dammen - «tømmerløpet» - og på vannspeilet ovenfor aner vi hvordan fløterne hadde lagt ledelenser for å få det løstflytende fløtingtømmeret til å flyte mot denne damåpningen. På motsatt side av elva (Spydeberg-sida) skimter vi et bergrikt landskap der det sto et skjul (til venstre) og ei lita stue (til høyre) i et terreng som ellers var dominert av barskogvegetasjon. Dammen på fotografiet ble sannsynligvis demontert vinteren 1924, for fra påfølgende vår var det den da nye dammen ved Solbergfossen som regulerte Øyeren.
Fra gammelt av var Mørkfoss en vanskelig passasje for aktørene i tømmerfløtinga. Vassdragsingeniøren Gunnar Sætren beskrev fossen og den effekten damanlegget på stedet fikk slik (1904):
«Umiddelbart nedenfor Øieren er Mørkfossen. Denne bestod oprindelig af tre fald, og da den var meget smal, havdes særdeles høie flomme i Øieren. Dette forhold er nu betydelig forbedret, efterat der i aarene 1857 til 69 blev udført betydelige sprængningsarbeider til utvidelse af Mørkfossen. Samtidig opførtes en reguleringsdam ovr Mørkfossen for at hæve lavvandet i Øieren af Hensyn til dampbaadsfarten og flødningen. Ved disse arbeider er store flomme sænket betydelig ....»

Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløting om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. Materialet ble enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert. I 2012 utgav Fetsund lenser/Akershusmuseet ei bok med tittelen «Stemmer fra elva», med Thomas Støvind Berg som hovedforfatter. Denne publikasjonen presenterer mye fotomateriale fra miljøet rundt lensestedet Fetsund.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
