Skjefstadfossen i Elverum har, sammen med de ovenforliggende Haugsfoss og Knappfoss, en fallhøyde på 10,5 meter ved lav vannføring. Her ble det første betydelige kraftverket i Glomma bygd i 1909-10. Utbyggerne fikk oppført en kraftig opptuvingsdam øverst i Skjefstadfossen. Denne dammen var 312 meter lang. Mot det østre landet ble det lagd et 70 meter langt djupløp for fløtingstømmeret. Mot vest var det en 112 meter lang kanalmur som skulle lede driftsvann til kraftstasjonen gjennom ett, seinere to grove betongrør de 417 meterne ned mot kraftstasjonen. Den var tegnet av elverumsarkitekten Vilhelm Norsted og bygd av entreprenørselskapet Høyer Ellefsen. Jernkonstruksjonene og turbinene var det A/S Thunes mek. Verksted som leverte, mens generatorene og apparaturanlegget kom fra AEG. Ingeniør Johan Kinck fra Kincks vandbygningskontor var prosjektleder. Kraftanlegget leverte strøm fra desember 1910 - etter en intens byggeperiode på 18 måneder. Kapasiteten ble utvidet flere ganger under 1. verdenskrig, deretter også i 1938. Strømmen gikk fra først av til Elverum og Hamar, men leveransene ble snart utvidet til Løten, Vang, Furnes, Våler og Åsnes.
Murverket fra 1909-10 begynte etter hvert å forvitre. En rapport fra begynnelsen av 1960-åra viste at særlig dammen var ganske dårlig. Derfor ble det bygd en ny platedam i 1965-66, også denne gangen med Høyer Ellefsen som entreprenørselskap. Deretter ble utviklinga av anlegget videreført ved at det ble igangsatt arbeid med en ny kraftstasjon etter en plan som sivilingeniør Elliot Strømme hadde utarbeidet i 1970. Den nye stasjonen ble satt i kommersiell drift seinhøstes i 1972. Likevel fortsatte driften ved den gamle stasjonen, i stor utstrekning med det gamle maskineriet.
I kulturminneåret 1997 ble den gamle kraftstasjonen ved Skjefstadfossen utpekt til årets kulturminne i Elverum kommune. Anlegget er restaurert i samarbeid mellom Elverum elektrisitetsverk, Riksantikvaren og lokale museumsfolk.

Fotografiet er antakelig tatt fra dambrua over Skjefstadfossen i Heradsbygda i Elverum, Hedmark. Vi ser ned på noen menn som, utstyrt med fløterhaker, forsøkte å trekke tømmerstokker som hadde blitt liggende på en steinete elvebredd etter at vårflommen kulminerte. Her skulle stokkene trekkes tilbake mot det strømmende vannet, som skulle bære det videre mot industrien ved den nederste delen av vassdraget. I 1984 var det kun treforedlingsbedriften Borregaard i Sarpsborg som fortsatt kjøpte tømmer i Glommas nedslagsfelt, så dette er såkalt sulfittømmer.
Ved inngangen til året 1984 startet Norsk Skogbruksmuseum arbeidet med det som ble kalt «Prosjekt Glomma». Da var det klart at den tradisjonsrike tømmerfløtinga i vassdraget ville bli avviklet i 1985. Museet ønsket derfor å få i gang et dokumentasjonsprosjekt der tømmertransporten på vassdraget skulle ha hovedfokus. Historikeren Øivind Vestheim, som hadde arbeidet ved museet fra 1982, skulle ha hovedansvar for prosjektet. Han tok sikte på å samle et representativt utvalg av løse gjenstander fra fløtinga til museet, han ville dokumentere faste fløtingsinnretninger i vassdraget, ta vare på eldre fotografier og arkivalia, samt samle det han kalte «minne- og tradisjonsmateriale» med tilknytning til Glomma-fløtinga. Særlig museets fotograf, OT Ljøstad, var en trofast samarbeidspartner under arbeidet med prosjektet. Vestheim og Ljøstad reiste mye langs vassdraget i 1984 og 1985, men også i oppryddingsfasen i de par første sesongene etter dette. Glomma fellesfløtingsforening overlot sitt fotoarkiv, som besto av 72 album en del negativmateriale fra ulike deler av vassdraget, til Norsk Skogmuseum. Papirarkivene ble overdratt til Riksarkivet, som valgte å la dem bli liggende i den murte delen av kontorkomplekset Fellesfløtingsforeningen hadde hatt på Fetsund. Der veiledet Øivind Vestheim en del lokale medarbeidere som ble engasjert for å ordne arkivet. Forvaltningen av arkivmaterialet ble etter 1990 overlatt til lensemuseet, som ble etablert på Fetsund dette året. Mange av gjenstandene Vestheim samlet inn til Norsk Skogbruksmuseum i forbindelse med prosjektet ble dessverre kjørt direkte på fjernmagasin i Elverum, uten at de ble registrert. Dermed gikk beklageligvis viktig informasjon om proveniens og bruk tapt. Heller ikke de fotografiske opptakene ble tilfredsstillende registrert da de var «ferske». Øivind Vestheim brukte en kassettopptaker som «feltdagbok» under mange av turene langs vassdraget. Bjørn Bækkelund skrev av mange av kassettene etter at han begynte ved museet høsten 1997. Innslagene av tradisjons- og minnemateriale på disse opptakene var få. Prosjekt Glomma skulle opprinnelig vare fra og med 1984 til og med 1988, altså i fem år. Det viste seg imidlertid at oppgavene ble mange, og at arbeidet tok lengre tid enn forutsatt. Øivind Vestheim avsluttet sin del av prosjektet med utgivelsen av boka «Fløting gjennom århundrer» i 1998. Han sluttet for øvrig ved museet like før boka var ferdig. I ettertid har nye medarbeidere ved Norsk Skogbruksmuseum gradvis forsøkt å krympe det forvaltningsmessige etterslepet etter Prosjekt Glomma.
