Julussa et et sidevassdrag til Glomma i Elverum og Åmot i Hedmark. Elva renner fra Bergesjøen til Mælfallet, umiddelbart før den renner sammen med Rena, en strekning på 32 kilomter. Cirka 2/3 av denne strekningen ligger i Elverum, resten i Åmot. Julussa tar opp i seg to andre fløtingsvassdrag, Røta og Ringsåsbekken, ved det såkalte Røtoset. Julussa renner gjennom den svakt nordvesthellende Julussdalen. Vannføringa var i minste laget med tanke på tømmerfløting, sjøl i den beste snøsmeltingsperioden om våren. Derfor var det nødvendig å magasinere vann i dammer. Tidlig på 1900-tallet hadde Julussa fem slike reservoarer: Bergesjøen, Ringlidammen, Høymodammen, Brattveltdammen og Mørstaddammen. I tillegg lå Gammelbudammen der hvor Røta og Ringsåsbekken møttes. Dessuten skal passasjen mellom Ryssjøen og Julussa ha vært kanalisert og regulert, men det er usikkert i hvilken grad vann fra denne lille innsjøen ble brukt til fløtingsformål. De eldste fløtingsinnretningene i vassdraget (den eldste Bergesjødammen bl. a. ) skal ha vært bygd av Christiania Tømmerdirektion, men den nye fløtingsloven i 1854 forutsatte at det skulle dannes åstyrer i sidevassdragene. Skogeierne langs Julussa fikk organisert eget styre i 1856. Åstyret organiserte fløtinga i vassdraget til 1953, da de lokale skogeierne aksepterte Glomma fellesfløtingsforenings tilbud om overtakelse. Fellesfløtingsforeningen drev fløtinga i vassdraget fram til 1969, på slutten med svært små fløtingskvanta.
Skogkommunen Elverum var, naturlig nok, et av de stedene der det tidligst ble gjort forsøk på å organisere skogsarbeiderne. Det ble dannet skogsarbeiderforeninger i Hernes, Sørskogbygda, Heradsbygda og på Øksna i 1911. Året etter var disse foreningene med og dannet Norsk Skog- og Jordarbeiderforbund. Det er uklart hvilken innflytelse den organiserte arbeiderbevegelsen fikk på fløtinga i Julussa, men det kan se ut til at det ble inngått en lønnsavtale (9 timers dag, tre lønnsklasser i 1917), og at det var en streik i 1921. Den store arbeidskonflikten i dette vassdraget preget nyhetsbildet våren 1927. Dette året var det kamp om oppdraget mellom to konkurrerende fløterhusbonder, Hans H. Mellum og Martin Halstensen. Åstyret foretrakk Mellum, som hadde lang erfaring fra vassdraget, de to foregående åra fra en posisjon som fløterhusbond. I utgangspunktet var det også han som hadde det laveste anbudet, men Halstensen (som var formann i Østre Elveum Skogsarbeiderforening) senket sitt anbud etter at åstyret hadde valgt rivalen. Det utviklet seg også til en kamp rivalene imellom om fløtermannskap. Situasjonen ble ytterligere spent da Elverum faglige herredsorganisasjon kunngjorde blokade av det oppdraget Mellem hadde fått i Julussa. Likevel startet fløtinga 10. mai. Dagen etter mobiliserte 200 demonstranter ved vassdraget. De hindret arbeidet, og det ble litt håndgemeng. Dette fikk Justitsdepartementet til å sende 15, seinere ytterligere ti statspolitibetjenter til vassdraget. Søndag 15. mai møtte 200 demonstranter på ved vassdraget, en god del av dem med våpen. Regjeringa og Justisdepartementet reagerte med å sende et gardekompani til Elverum. Den tilspissete konflikten vakte oppsikt landet rundt, og fikk sine etterspill. I Stortinget ble det en tilspisset debatt mellom justisministeren og arbeidervennlige representanter. For arbeiderinterssenene var det vel så epokegjørende at Norsk Skog- og Jordarbeiderforbund, som hadde vært nedlagt siden 1924, i etterkant av konflikten gjenoppsto som Norsk skog og landarbeiderforbund.
I heftet «En guide til Julussa og Julussdalen», utgitt av Elverum historielag i 2013, finnes følgende oppsummering av konflikten i Julussa i 1927, skrevet av historielagsleder Ottar Evensen:
«NØDSÅR I SKOGBRUKET
I tiåret 1921-1931 var det nødsår med stor arbeidsløshet og kamp om arbeid for det daglige brød. Mange arbeidet i skogen med hogst og kjøring. Fløtinga var spesielt ettertraktet fordi den ga stor fortjeneste, sosialt fellesskap og spenning. Skogsarbeiderne var lenge uorganiserte og sto svakt i forhold til arbeidskjøperne. Fagforeningsarbeid ble møtt med motstand fra skogeierne. Det var uro og splittelse i skogbruket og mange streiker.
Fløtinga var basert på anbud, der flere fløterlag kunne gi anbud og by under hverandre. Fløterlag med god pris, samt nok kompetanse og tillit fikk arbeidet. I praksis var det laveste anbud som gjaldt.
JULUSSAKONFLIKTEN
4. mars 1927
To lag ga anbud på fløtinga, Martin Halstensen for de organiserte og Hans Mellum for de uorganiserte. Mellum hadde lavest anbud og fikk kontrakten. De organiserte var villige til å gå ned i pris, men ble avvist.
11. april
De organiserte erklærte Julussa for blokkert ved oppslag i avisene.
10. mai
Fløtinga tok til med blokadebrytere ledet av Hans Mellum som fløtersjef.
11. mai
Mørstaddammen ble åpnet, men fløtning ble hindret av demonstranter. Streikebryterne ble kastet ut av koia ved Røtoset.- Det var demonstrasjoner flere steder langs åa.
12. mai
Lensmann Høye møtte demonstrantene på Brattveltdammen og ba om forhandlinger i møte neste dag kl. 12. Fløtninga opphørte og demonstrantene trakk seg tilbake. Politimesteren kontaktet Justisdepartementet og fikk 15 statspolitibetjenter fra Oslo og to fra Hamar til Elverum for å beskytte de som hadde fått fløtinga. Politifullmektig Renolen dro denne fredagen til Julussa med 11 politimenn og arresterte to av demonstrantene som hadde opptrådt voldelig. Det hadde sin virkning på demonstrantene. Kl. 11.30 nektet Mellum forhandlinger. Han hadde ikke tro på noe resultat og fortsatte fløtinga. Dammene ble satt fredag kveld for fløtning neste dag.
14. mai
Lørdag ble fløtninga drevet som normalt. Stortingsmann Olav Sæter, ordfører Røkeberg og direktør Johannesen i Glomma fellesfløtningsforening ba partene møte til forhandlinger med formannskapet mandag 16. mai.
15. mai – Konflikten når sitt høydepunkt
Tidlig søndag morgen demonstrerte 200 mann ved Brattveltdammen, 120 fra Elverum og 80 fra Åmot. 60 var bevæpnet med gevær. Hans Mellum og noen fløtere var i koia som hadde sperringer og politivakt. Peder Vestad, fylkessekretær for Arbeiderpartiet i Hedmark, representerte demonstrantene og ba om å få komme inn i koia, men ble nektet av politivaktene. Da klikket demonstrantene med geværlåsene, alvoret steg, og Vestad fikk slippe inn. Han fikk avklart en del viktige spørsmål, men ble ikke innrømmet rett til fløting. Etter Olav Sæters initiativ ble det akseptert våpenhvile på betingelse av at alle parter, demonstranter, blokadebrytere og politiet forlot Julussa, noe som ble akseptert. Etter appeller marsjerte demonstrantene bort mens de sang Internasjonalen.
16. mai – Militære blir utkommandert
Et gardekompani hadde kommet til Terningmoen søndag kveld. Dette påvirket utviklingen sterkt. Møte med partene i formannskapet ble holdt kl. 12, men da det var lite å forhandle om, ble møtet avsluttet uten resultat. De organiserte anså slaget om fløtninga for tapt, men konflikten og kampen hadde gitt styrke til å fortsette organiseringen for ordnede arbeidsforhold. Blokadebryterne fortsatte fløtninga samme dag. Det kom ytterligere et gardekompani til Terningmoen, slik at det samlet var 300 militære. Militære mannskaper ble på Terningmoen så lenge fløtinga varte.
18. mai – Julussakonflikten i Stortinget
Stortingsmann Eivind Petershagen (NKP) fra Åmot interpellerte i Stortinget og spurte om det var med regjeringens billigelse at politiet med politihunder fra Oslo og det militære var sendt for å gripe inn i konflikten i Julussa. Justisminister Øyen svarte at politi var sendt med samtykke av departementet for å sikre det fløterlag som hadde fått anbudet mot overgrep. Petershagens forslag om beklagelse fra Stortinget ble nedstemt med stort flertall, men alt opstuss i stortinget og i mange av landets aviser tjente skogsarbeidernes sak. De fortsatte med økt styrke organiseringen. …»
SubjectDam med fløtermannskap og statspoliti i Julussvassdraget i Elverum. Fotografiet er tatt fra dammen mot tømmerløpet, hvor vannet strømmer fritt mot det nedenforliggende vassdraget. Dammen er en murkonstruksjon av tuktet gråstein. På dambrua står 16 karer - fløtere og konstabler fra statspolitiet. Politioppbudet skyldtes den tilspissete situasjonen under fløtinga i dette vassdraget i mai 1927. Åstyret hadde gitt Hans Mellum fløterhusbondstatusen i konkurranse med Martin Halstensens lag, som besto av folk med sympatier for fagorganisasjonen. Dette utløste blokade med til dels væpnete demonstranter, noe som fikk Justisdepartementet til å sende statspoliti med hunder til Julussa for å beskytte Mellums fløterlag.

Etter at fløtinga i Glomma var avviklet i 1985 ble det igangsatt en prosess for å ta vare på organisasjonens arkiver. Dette ble løst slik at papirarkivene ble overdratt til Riksarkivet, men de ble fortsatt liggende i det gamle arkivrommet på Fetsund lenser. Øivind Vestheim fra Norsk Skogbruksmuseum bidro med kompetanse i forbindelse med ordningen av materialet. Disse oppgavene er seinere overtatt av personalet ved museet som vokste fram på Fetsund lenser. Fotomaterialet etter Glomma fellesfløtningsforening ble overdratt til Norsk Skogbruksmuseum og flyttet til Elverum. Dette bildet er fra album nr. 13 i en serie på 72. Museet har også overtatt negativsamlinga etter Glomma fellesfløtingsforening.
