Tidlig på 1900-tallet ble det bygd tre kraftverk i den øvre delen av Nedre Glomma. Kraftstasjonen på Kykkelsrud i Askim, som begynte å levere elektrisk energi fra 1903 hadde blant annet Kristiania (Oslo) kommune og A/S Holmenkollbanen som kunder. Også Samuel Eyde, som på denne tida begynte å prosjektere en kraftstasjon ved Vamma, så for seg hovedstaden som avtaker for energien fra det planlagte anlegget. Etter hvert fikk Kristiania kommune tilbud om å overta begge de nevnte kraftstasjonene på økonomiske vilkår som i ettertid kan synes å ha vært rimelige. Kommunen sa imidlertid nei takk til dette innspillet. I stedet vedtok politikerne i hovedstaden å kjøpe fallrettighetene fra Vittenberg til Halfredsfoss i Nedre Glomma, en strekning der det var et fall på cirka 5 meter. I 1906 sikret de seg Solbergfossen også. I forståelse med staten, som eide den ovenforliggende, cirka 10 meter høye Mørkfossen, kunne de dermed starte forberedelsene til bygging av en kraftverksdam øverst i Solbergfossen, det såkalte «Mørkfoss-Solbergfoss-anlegget». Det praktiske utbyggingsarbeidet begynte imidlertid ikke før i 1917. At planleggingsarbeidet tok hele ti år hadde blant annet sammenheng med at anlegget var svært stort, og at det derfor ble bygd en modell i målestokk 1:25 i Nordmarka for å teste ulike ideer. Når byggearbeidene først kom i gang sysselsatte de hele 800 mann, til tross for at ingeniørene som ledet prosjektet brukte de mest moderne metodene de kjente til. Sjølve kraftstasjonen var tegnet av en av tidas store arkitekter, Bredo Greve (1871-1931), som også har gitt form til Norges tekniske høgskole (NTNU) i Trondheim, Handelshøgskolen i Bergen, Norges veterinærhøgskole i Oslo og Kunstindustrimuseet samme sted. Kraftstasjonen ved Solbergfoss ble satt i drift i 1924 med sju turbiner, som seinere er supplert med ytterligere seks. I 1979 ble det utarbeidet planer for nok en kraftstasjon ved Solbergfoss. Denne gangen ble anlegget sprengt inn i fjellet. Solbergfoss II ble ferdig i 1985, det året fløtinga i vassdraget ble avviklet. Denne kraftstasjonen inneholder en kaplanturbin med omtrent samme kapasitet som de 13 francisturbinene i den gamle stasjonen til sammen. I et gjennomsnittsår produserer Solbergfoss-stasjonene 900 millioner kWh elektrisk energi. Dette var nok til 45 000 strømfyrte eneboliger, og utgjorde cirka 1 prosent av den norske produksjonen av hydroelektrisk strøm.
Kraftverket ved Solbergfoss ble bygd i perioden 1917-1924. Etter at utbygginga av Vamma-fossen noe lengre nede i vassdraget (1911-1915) hadde påført Fredrikstad Tømmerdirektion mange fløtingstekniske problemer, var representantene for denne virksomheten svært opptatte av å hevde de rettighetene Vassdragsloven gav dem da det neste store utbyggingsprosjektet kom. Fredrikstad Tømmerdirektions advokat påpekte at loven påbød grunneiere som ville foreta oppdemning eller avstenging av vannets frie løp å sørge for å bygge og vedlikeholde en passasje for fløtingsvirket som var tilfredsstillende for fløtingsaktørene. Tømmerdirektionens advokat mente at organisasjonen kunne stanse hele utbyggingsprosjektet dersom den ikke ble tilbudt en fløtingsteknisk løsning hans part kunne si seg fornøyd med. Det skulle snart vise seg at Markfoss-Solbergfosskraftverkets advokat kom til å argumentere for at eierskap til fallrettigheter måtte gis fortrinn framfor den allemannsretten Tømmerdireksjonen baserte seg på. Dette var egentlig ingen «rett» hevdet juristen, snarere en «frihet». «De i ferdsel og fløtning interesserte må finne sig i at der ved en vasdragseiers foranstaltning opstår «hinder» for deres bedrift, når denne hinder ikke er større enn nødvendig», ble det sagt. Hva som i denne sammenhengen var «nødvendig» var det naturligvis mulig å mene mangt om. Her lå det med andre ord an til en vanskelig interessekonflikt.
Utbyggerne – Oslo kommune og Staten – hadde prosjektert en stor gravitasjonsdam i betong med granittforblending på vannsida. Damkrona skulle bygges med tre overløpsåpninger. Utbyggerne så for seg at tømmeret skulle ledes mot det midterste av disse ved hjelp av ei V-formet lense på kraftverksdammen. Ingeniørene i Fredrikstad Tømmerdirektion var svært skeptiske til denne løsningen av flere årsaker. De så med bekymring at det var prosjektert bredere overløp med lavere terskelhøyder på hver side av det som var tenkt som tømmerløpet, noe som kunne svekke effekten av den tenkte lenseløsningen. Fløtingsledelsen undret seg også over hvordan påstikkingsarbeidet skulle organiseres. Det kunne bli vanskelig å rekruttere folk som var villige til å arbeide på ei lense som endte i et 18-20 meter høyt fossefall med strid strøm. Fløtingsadministrasjonen regnet også med at det var tvilsomt om Riksforsikringsanstalten – forløperen for Rikstrygdeverket – ville akseptere en slik arbeidsplass. De var også bekymret for den medfarten tømmeret kunne få etter å ha passert dammen via et bratt skråplan ville falle ned i et forholdsvis trangt elveparti der stokkene kunne bli gående i strømvirvler eller stuves inn i bakevjer med påfølgende overflateslitasje som gjorde det umulig å finne igjen øksemerkene som skulle identifisere kjøperne. Utbyggerne må ha forstått grunnlaget for skepsisen, og de kom etter hvert med et alternativ: En tømmerrenne som skulle gå på Spydebergsida av damanlegget, dels innsprengt i berget, dels i åpent lende, før den førte tømmeret tilbake til elveløpet lengre nede. Ledelsen i Fredrikstad Tømmerdirektion aksepterte ikke umiddelbart denne løsningen heller. Saken ble forsøkt løst via teknisk-juridiske skjønn som prøvde å balansere interessene til Mørkfoss-Solbergfossanlegget og Fredrikstad Tømmerdirektion. Det var ikke så enkelt. Også blant skjønnsmennene var oppfatningene divergerende, og partene i saken anket den stadig videre oppover til høyere instanser. Mens disse prodsessene pågikk valgte kraftverkseierne å bygge den prosjekterte fløtingsrenna som skulle lede tømmeret ved siden av dammen, og fra 1924 måtte Fredrikstad tømmerdireksjon føre tømmeret gjennom denne. Det viste seg at fløtingsvirket kom seg vel forbi kraftverksdammen, men det kostet penger. For å få stokkene effektivt gjennom renna uten opphoping ved inntakslensa måtte Fredrikstad tømmerdirektion bemanne anlegget med et arbeidslag for 15 mann, fordelt på tre skift. Den manuelle innsatsen i tømmerfløtinga i denne delen av elva måtte økes fra gjennomsnittlig 8 800 til om lag 12 000 arbeidstimer per sesong. Fredrikstad Tømmerdirektion investerte i et par pumpeaggregater – digre propeller som skulle drive tømmeret innover i lensa mot inntaket til renna – for å krympe behovet for manuell innsats noe. Men helst ville de ha utvidet tømmerrenna og tilført den mer vann, slik at det oppsto et drag i kraftverksdammen som trakk tømmeret mot inntaket. Men vannet var verdifullt for kraftselskapet. På dette tidspunktet hadde skjønnssaken nådd høyesterett. Denne øverste rettsinstansen fastslo at Mørkfoss-Solbergfossanlegget skulle utbetale 150 000 kroner – på dette tidspunktet et svært høyt beløp – til Fredrikstad Tømmerdirektion, slik at fløtingsorganisasjonen sjøl kunne finansiere de forbedringene de ønsket å gjøre ved renneanlegget. Men for ettertida skulle vedlikeholdsansvaret ligge hos Tømmerdirektionen. Høyesterett satte også ei grense for hvor mye vann som skulle kunne slippes gjennom tømmerrenna – maksimum 15 kubikkmeter i sekundet. Videre ble kraftselskapet forpliktet til å levere gratis elektrisk strøm til Tømmerdirektionens virksomhet ved renna i driftsperioden, som kunne strekke seg fra april til november. Dette kom vel med, ettersom påstikkinga fra inntakslensa pågikk døgnkontinuerlig, og følgelig var avhengig av kraftig belysning. Dermed var premissene for fløtinga forbi kraftverket ved Solbergfossen endelig lagt.
I 1984, 60 år etter at tømmerrenna ved Solbergfoss ble tatt i bruk, meldte Borregaard Industries Limited, at de påfølgende sesong ville avslutte bruken av Glomma som transportåre for tømmer. Etter avviklinga av fløtingsaktiviteten måtte Glomma fellesfløtingsforening rydde opp etter virksomheten i vassdraget. I 1986 kunne denne organisasjonen melde følgende: «Fløtingsinnretningene ved Solbergfoss og Vamma kraftstasjoner er fjernet i teknisk og økonomisk samarbeide mellom interessentene. De øvrige forbifløtingsanlegg er kraftverkenes eiendom.»

Dette kraftverket ble bygd i perioden 1917-1924 med staten (som eide ovenforliggende Mørkfoss med 10,5 meters fall) og Oslo kommune (som eide mellomliggende Vittenbergfoss, Skråperudfoss og Halfredsfoss, som hadde 5 meters fall ved lavvann). Dammen ble plassert på terskelen i den opprinnelig todelte Solbergfossen, som inntil da hadde hatt cirka 2,5 meters fallhøyde ved lavvann. Etter at det ble reist en massiv betongdam ved Solbergfossen kunne man heve vannspeilet cirka 25 meter, på nivå med den ovenforliggende innsjøen Øyeren, som dermed ble en del av reservoaret til dette kraftverket. For å kunne gjøre det store inngrepet i vassdraget som dette kraftverksprosjektet innebar, måtte utbyggerne forhandle med Fredrikstad Tømmerdirektion, som hadde hevd på å bruke Nedre Glomma som transportåre for tømmer. På dette tidspunktet var det vanligvis 6-7 millioner stokker årlig som passerte fossen på veg mot sagbruk og papirfabrikker i området ved Fredrikstad og Sarpsborg. Forhandlingene om hvordan dette skulle løses involverte tung ingeniørfaglig og juridisk ekspertise. Det gikk halvannet tiår før man endte med en tunnelløsning som begge parter var fornøyde med. Kraftstasjonen ble tegnet av den kjente arkitekten Bredo Greve (1871-1931). Da kraftstasjonen ble satt i drift (1924) hadde den 7 Francis-turbiner. I løpet av 1930-åra ble det installert ytterligere tre. Det vi ser i forgrunnen på dette fotografiet er dammen, som hadde tre overløpsåpninger med fagverksbruer over. Inntaksbassenget befant seg i det området som på dette bildet ligger bak kraftverksbygningen. Fløtingstømmeret ble ført forbi kraftverket via ei renne på nordvestsida av vassdraget. Vi skimter påstikkingslensa på kraftverksdammens vannspeil og rennas innløp i elva nedenfor dammen på den nedre delen av dette bildet. Fløtinga i Glomma ble avviklet etter 1985-sesongen. Produksjonskapasiteten ved anlegget er seinere betydelig utvidet - jfr. fanen «Opplysninger».
Ved inngangen til året 1984 startet Norsk Skogbruksmuseum arbeidet med det som ble kalt «Prosjekt Glomma». Da var det klart at den tradisjonsrike tømmerfløtinga i vassdraget ville bli avviklet i 1985. Museet ønsket derfor å få i gang et dokumentasjonsprosjekt der tømmertransporten på vassdraget skulle ha hovedfokus. Historikeren Øivind Vestheim, som hadde arbeidet ved museet fra 1982, skulle ha hovedansvar for prosjektet. Han tok sikte på å samle et representativt utvalg av løse gjenstander fra fløtinga til museet, han ville dokumentere faste fløtingsinnretninger i vassdraget, ta vare på eldre fotografier og arkivalia, samt samle det han kalte «minne- og tradisjonsmateriale» med tilknytning til Glomma-fløtinga. Særlig museets fotograf, OT Ljøstad, var en trofast samarbeidspartner under arbeidet med prosjektet. Vestheim og Ljøstad reiste mye langs vassdraget i 1984 og 1985, men også i oppryddingsfasen i de par første sesongene etter dette. Glomma fellesfløtingsforening overlot sitt fotoarkiv, som besto av 72 album en del negativmateriale fra ulike deler av vassdraget, til Norsk Skogmuseum. Papirarkivene ble overdratt til Riksarkivet, som valgte å la dem bli liggende i den murte delen av kontorkomplekset Fellesfløtingsforeningen hadde hatt på Fetsund. Der veiledet Øivind Vestheim en del lokale medarbeidere som ble engasjert for å ordne arkivet. Forvaltningen av arkivmaterialet ble etter 1990 overlatt til lensemuseet, som ble etablert på Fetsund dette året. Mange av gjenstandene Vestheim samlet inn til Norsk Skogbruksmuseum i forbindelse med prosjektet ble dessverre kjørt direkte på fjernmagasin i Elverum, uten at de ble registrert. Dermed gikk beklageligvis viktig informasjon om proveniens og bruk tapt. Heller ikke de fotografiske opptakene ble tilfredsstillende registrert da de var «ferske». Øivind Vestheim brukte en kassettopptaker som «feltdagbok» under mange av turene langs vassdraget. Bjørn Bækkelund skrev av mange av kassettene etter at han begynte ved museet høsten 1997. Innslagene av tradisjons- og minnemateriale på disse opptakene var få. Prosjekt Glomma skulle opprinnelig vare fra og med 1984 til og med 1988, altså i fem år. Det viste seg imidlertid at oppgavene ble mange, og at arbeidet tok lengre tid enn forutsatt. Øivind Vestheim avsluttet sin del av prosjektet med utgivelsen av boka «Fløting gjennom århundrer» i 1998. Han sluttet for øvrig ved museet like før boka var ferdig. I ettertid har nye medarbeidere ved Norsk Skogbruksmuseum gradvis forsøkt å krympe det registreringsmessige og forvaltningsmessige etterslepet etter Prosjekt Glomma.
