I 1919 skal stortingsmann Wilhelm Blakstad (1863-1936), som når han ikke var Høyre-representant på Stortinget var direktør i Fredrikstad tømmerdireksjon, ha foreslått en felles tømmertunnel for flere av kraftverksanleggene i Nedre Glomma. Avisa «Tusbergeren» (26. august 1919) refererte dette slik:
«En tømmertunnel fra Øieren til Glomma ved Vamma.
Efter hvad «Fredrikstad Blad» meddeler har stortingsmand direktør Blakstad fremsat forslag om anlæg av en tømmertunnel, som skal gaa gjennem fjeldet fra Øieren og helt ned til Glommegn nedenfor Vamma. Man vil saaledes undgaa de store kraftanlæg ved Mørkfos, Solbergfos,Kykkelsrud og Vamma. Tunellen vil munde ut bare 5 km. nordenfor Nes lænse. Der er allerede foretat arbeider i marken. Arbeidstiden vil bli 4 aar og der vil antagelig gaa med adskillige millioner. Man vil kunne indspare mange penge og undgaa tap av tømmer og bruke langt mindre vand, end man nu gjør.»
Blakstads ambisiøse forslag ble ikke realisert. Den 20. november 1920 rapporterte avisa Smaaleenes Social-Demokrat følgende om arbeidet med Solbergfosstunnelen:
«Planerne om tømmertunellen Øieren-Vamma gaat istaa.
Solbergfostunnellen skal ta optil 8 millioner stokker om aaret.
Mørkfos-Solbergfossanlægget har i disse dage sat i gang arbeidet med den store tømmertunel, som av hensyn til fløtningen i Glommen skal føres forbi Solbergfossanlægget har paa henvendelse beredvillig git endel oplysninger om dette arbeide, som jo i længere tid har været paa tale, skriver «Folkets Røst».
Anlægget av tømmertunellen er i overensstemmelse med vasdragsskjønnet for halvandet aar siden. Naar ikke arbeidet er igangsat før er det fordi der fremkom en plan om at anlægge en stor tømmertunel fra Øieren til Vamma, for derved at komme forbi alle anlæggene paa denne strækning av Glommen. Denne plan er imidlertid opgit, idet man ikke kunne enes om hvorledes utgifterne skulde fordeles mellem de interesserte parter. Man har derfor nu maattet gaa til at utføre det enkelte projekt, som vasdragsskjønnet traf bestemmelse om.
Tømmertunellen forbi Solbergfossen blir omkring 700 meter lang, avvekslende tunel, kanal og skjæring. Den maaler 9 kvadratmeter bredde og høide. Ved tunellens indtak skal der lægges lænser, som skal lede tømmeret ind i renden. Tunnelen kan lukkes ved et lukeanlæg, og tilførselen skjer ved en konisk jernskuffe av 20 meters længde, bygget paa en ponton. Tømmeret maa dog stakes ind ved haandkraft og der maa adskillig arbeidskraft til. Inde i tunellen bygges der en trærende. Den skal være færdig samtidig med Solbergfossanlægget, antagelig vaaren 1922, og omkostningerne anskaaes til noget over 800 000 kroner.
Som bekjendt har Kristiania kommune ogsaa projekteret utbygning av Fossumfossen i Glommen. Her med der i tilfælde anlægges en lignede tunel. Nogenlunde samme arrangement har man ved Vamma. Ved Kykkelsrud derimot foregaar fløtningen over dammen. Der er altsaa fire steder paa strækningen fra Øieren til Vamma, hvor fløtningen vanskeliggjøres av anlæggene. Det mest praktiske vilde været at ha fulgt planen om en tunet langs hele denne strækningen av elven. Men den er altsaa, som nævnt opgit.»

Tømmertunnelen ble sprengt inn i fjellet på vestsida (Spydeberg-sida) av elveløpet. Dette fotografiet er tatt fra en posisjon over tunnelinnløpet. Vi ser lensa som skulle lede tømmeret mot tunnelen, med gangbruer på begge sider, der fløterne kunne gå med haker og sørge for at stokkene gikk riktig mot tunnelen. Fotografiet viser at den indre delen av lensa hadde lyktestolper, noe som gjorde det mulig å kjøre kveldsskift her utover høsten, når kveldene begynte å bli mørke. I bakgrunnen til venstre ligger Tonnerudvika, mens Glomma kommer ned i en forsenkning i det skogkledde terrenget, rett opp for inntakslensa midtakse.
I begynnelsen av 1980-åra ble det klart at det gikk mot slutten med tømmerfløtinga i Glomma. Derfor fikk historikeren Øivind Vestheim, som ble ansatt som amanuensis ved Norsk Skogbruksmuseum i 1984, dokumentasjon av denne virksomheten som en av sine primæroppgaver. Vestheim gjorde mange reiser langs vassdraget, der han snakket med fløtere og dokumenterte ved hjelp av notatblokk og diktafon. Han hadde også med seg museumsfotograf OT Ljøstad på flere av turene. Vestheims dokumentasjonsarbeid dreide seg også om de materielle levningene etter fløtingsvirksomheten som snart skulle opphøre. Han ble blant annet sentral i første fase av bevaringa av Glomma fellesfløtingsforenings arkiver ved Fetsund lenser. Arkivet ble overdratt til Riksarkivet, som valgte å la det ligge på Fetsund, hvor Vestheim sammen med lokale engasjementsmedarbeidere foretok en første ordning. Den daglige forvaltningen av Glomma fellesfløtingsforenings arkiv er seinere overlatt til fløtermuseet ved Fetsund lenser. I 1985 omtalte Norsk Skogbruksmuseum Vestheims arbeid som «Prosjekt Glomma». Dette siste driftsåret til Glomma fellesfløtingsforening dokumenterte Vestheim og Ljøstad fløting i Åmot i Østerdalen, ved Norsfossen i Solør, ved Bingen og på Øyeren i Akershus, og ved Sleppetangen, Solbergfoss, Vamma, Glennetangen og Eidet i Østfold. For å få gode oversiktsbilder av lensesystemer og tømmersleping leide museet fly. Sluttproduktet fra Vestheims arbeid med Glomma-fløtinga ble boka «Fløting gjennom århundrer – fløtingas historie i Glomma- og Mjøsvassdraget», som ble utgitt som Norsk Skogbruksmuseums særpublikasjon nr. 13 i 1998.
