I 1954 inngikk Widerøe en samarbeidsavtale med SAS og drev i mange år sjøflyrutene i Nord-Norge. Widerøe hadde da allerede etablert seg med base på Skattøra i Tromsø. Selskapets østlige base lå til å begynne med i Vadsø, men ble senere flyttet til Kirkenes.
På midten av 1950-tallet byttet Widerøe Norseman-flyene ut med Singel Otteren fra De Havilland-fabrikken. Dette var et såkalt høyvinget, enmotors propellfly som kunne utstyres både med flottører og med ski. Flyet var derfor velegnet i områder uten flyplasser. Hos Widerøe var flytypen i bruk i tiden mellom 1954 – 1971 og ble blant annet brukt til post- og ruteflyging.
Per Lilleeng vokste opp i Tromsø, og ble i ung alder bitt av flybasillen. Høsten 1948 tas han opp på fly- og befalsskolen på Gardermoen. Sommeren 1952 fortsatte Lilleeng flyopplæringen hos Widerøe på Fornebu og i mai 1953 fikk han fast jobb som flyger i Widerøe. Vinteren 1953 - 1954 ble han stasjonert i Narvik og i juni 1954 ble han overført til Skattøra i Tromsø, hvor Widerøe hadde etablert sin base. Lilleeng ble leder for alle selskapets sjøflyruter i Nord-Norge.
Da Widerøe i 1965 flyttet basen sin til Bodø gikk Per Lilleeng og flere andre ansatte sammen om å etablere flyselskapet Nor-Wings i Tromsø. Her ble han sjefsflyger og driftssjef. Basen for selskapet ble lagt til den nye lufthavnen på Langnes.
