Skjefstadfoss I kraftverk er et vannkraftverk i Heradsbygda sør i Elverum kommune i Innlandet. Kraftverket utnytter et vannfall på ca. 10 meter ved normal vannstand og har felles dam på 1 million m³ vann med Skjefstadfoss nye kraftverk. Det sto ferdig i 1910 og er blant de eldste kraftverkene i Norge som fortsatt er i kommersiell drift.
Øverst i fossen ble det bygget en 312 meter lang oppstuvingsdam. Ved den vestre bredden ble det bygget en kanalmur som ledet vannet mot 417 meter lange inntaksrør til kraftstasjonen. Disse rørene måler henholdsvis 3,6 og 4,0 meter i diameter. Ved den østre enden av dammen ble det anlagt et djupløp for fløtningstømmer.
Ved oppstart i 1910 besto kraftverket av to francisturbiner. Kraftproduksjonen ble utvidet i 1914 og 1918 med til sammen to nye francisturbiner. I 1938 ble produksjonen økt ytterligere ved at man installerte en kaplanturbin.
Maks effekt er 4 MW og middelårsproduksjonen er på 11 GWh.
I 1972 ble Skjefstadfoss II kraftverk satt i drift. Det gamle kraftverket er kun i drift når vannføringen i Glomma er større enn den nye stasjonen kan utnytte.
I mange år var det en gangbru over fossen nedenfor kraftverksdammen.[3] Ved senere oppgradering ble det bygget kjørevei over demningen. Den gamle kraftstasjonen ble utpekt som årets kulturminne i Elverum i kulturminneåret 1997.[4]
Den 28. november 1910 publiserte avisa Gjøviks blad denne notisen om det da nye kraftverket ved Skjefstadfossen:
«Det store Elektricitetsanlæg i Elverum.
En af de første Dage i December begynder den foreløbige Drift ved Elverums Elektricitetsværk. Udbygningen er endnu ikke helt færdig, saa der i Vinter kun kan leveres 1 000 Hestekræfter, hvoraf Halvparten er bortleiet til Hamar Kommune.
Da Elverum Herredsstyre i sin Tid besluttede at udbygge Skjefstadfossen og samtidig nyttiggjøre Haugsfos og Knapfos, bevilgede det 1 100 000 Kr. til Anlægget og 100 000 Kr. til Forrentning af Verket det første Aar.
Udbygningen er foretaget af Firmaet Høyer-Ellefsen, den elektriske Montering af A. E. G., og Thunes mek. Verksted har leveret Turbinerne. Kommunens Konsulenter har verd Udbygningen været Ingeniør Kinck og for den elektriske Del Ingeniørerne Kittelsen og Steen.
Verket er i alle Dele helt moderne udstyret og eier ogsaa en virkelig Seværdighed, nemlig et armeret Betonrør, der har en Diameter af 36 Meter og en Længde af 400 Meter. Det skal være det største armerede Betonrør i Skandinavien og er vistnok det første i sit Slags i det nordlige Europa.»
Den 10. november 1916 hadde Hedemarkens Amtstidende denne reportasjen om kraftverket ved Skjefstadfossen:
«Elverums Elektricitetsverk.
Under Pressemøtet i Elverum Søndag blev der foretat en Biltur til Elverum Elektricitetsverk, hvor man under Ledelse af Styrets Formand, Direktør Carsten Simonsen og Driftsbestyrer Warloe fik Anledning til at bese dette store Anlæg, som skaffer Lys og Kraft til Elverum, Hamar, Furnes, Vang og Løiten.
Det forekommer egentlig ingen Foss, hvor Verket er bygget, - det er en Rækker Stryk, som er utbygget. Den første Utbygning kostet 1 200 000 Kr. og gav 2 500 HK. Ved den anden Utbygning vil Verkets Kostende være kommet op i 2 Millioner Kroner; men da gir ogsaa Verket 5 000 HK. Og der er stadig Efterspørsel efter mere Kraft. Den hele Faldhøide, man raader over ved Udbygning av Strykene, er vel 9 Meter; men ved Flom gaar denne Faldhøide ned til ca. 7 Meter. Ved Utbygningen er der for første Gang i Skandinavien benyttet armert Beton til Rør, og det med Held. Det var en stor Besparelse man fik ved denne Utbygningsmaate; Betonrørene kom paa 100 000 Kr., medens Staalrør av den Dimension allerede dengang vilde kostet ca. 200 000 Kr. Der gaar to Rør Side om Side fra Dammen og ned til Verket. Rørene har en indvendig Diameter, det ene av ca. 3,6, det andet 4 Meter, så det er nogen vældige Tunneler, Vandet føres gjennem.
Glommen er en kostbar Elv at utbygge, bl. a. paa Grund av den store Forskjel i Vandføringen ved Lavvand og Flom. Den mindste Vandføring man har maalt ved Verket er 40 Kubikmeter i Sekundet, og den største under Storflommen i Vaar var over 3 000 Kubikmeter. Da der er løs Sandgrund hvor Verket og Dammen ligger, og da det spøkte for Brud ivaar, arbeides der nu paa at sikre Anlægget mot at lide samme Skjæbne som Osfaldsdammen og Aamots Verk ivaar. Der graves dypt ned i Sandet langt indover paa begge sider og støpes ind høie Betonmure, Vingemure. Like utenfor Kraftstationen har man støpt en vældig Vandbeholder, et saakaldet Standrør, der tjener som Regulator. Naar Kraftforbruket gaar ned, saa stiger Vandet i Beholderen og naar meget Kraft sættes paa, falder Vandet. Der skal nu bygges et nyt og enda større Standrør for den nye Utbygning som er paabegyndt.
Ved et Glas Vin i Maskinistboligen pekte Hr. Simonsen paa Betydningen av at faa regulert øvre Glommen i en nær Fremtid. Det er av stor Betydning av Hensyn til de mange Anlæg langs Glommen, og det er mindst like saa betydningsfuldt for at avværge disse store Flommer, som vi iaar har hat et saa alvorlig Eksempel paa. Saken skal være under Forberedelse, men det vilde være ønskelig, om den snarest kom ut over Forberedelsens Stadum og blev realisert.»
Den 10. desember 1930 publiserte avisa Østlendingen denne artikkelen:
«Elverum Elektrisitetsverk 20 år
Det er i dag 20 år siden kraftanlegget ved Skjefstadfossen begynte å levere strøm til Elverums Leir og Hamar. Elverum var en av de første landkommuner som tok initiativet til anlegg av elektrisistetsverk, til tross for at Elverum likesom hele den midtre del av Hedmark fylke fra naturens side er ytterst sparsomt utrustet med vannkraft, som det er lønnsomt å utbygge.
Elverumsanlegget lot sig gjennemføre dels fordi Elverum den gang var en rik kommune med meget god kreditt og dels fordi det lot sig avsette et visst kvantum av kraften til Hamar for en lang årrekke.
I første utbygging kostet anlegget rundt 1,5 million kroner. Der blev imidlertid ikke bygget saa lite i de kostbare år under og efter krigen, således blev stasjonen utvidet og en fjerde maskin innsatt, der blev lagt ledning til begge skogbygdene, Midtskogen, Hogstadgrenden, Melåsberget, Engemoen m.m. I alt er der nedlagt hittil 3,5 millioner kroner, hvorav dog verket har hatt anledning til å tilbakebetale 1,4 million.
At anlegg av en dam i Glåma er forbundet med adskillig risiko fikk man føling av i 1916, da vårflommen truet anlegget og den nedenfor liggende del av Heradsbygda. Der blev da efter påtrykk fra vassdragsvesenet og fylkesmannen anvendt 250 000 kr. i 1917 til sikring av dammen.
Men tiltross for at anlegget og dermed kraften er blitt dyr i Elverum, har elektrisitetsverket forretningsmessig sett klart sig bedre enn de fleste landsverkene. De to første driftsår var der underskudd, senere har der vært balanse i regnskapet.
Alt i alt har kommunen kun hatt fordel av dette store tiltak og herredsstyret har ved flere anledninger og særlig under de vanskelige forhold i 1917 og 1918 gitt uttrykk for sin erkjentlighet overfor de menn, som kjempet denne sak frem.
Verket beskjeftiger i gjennemsnitt 40-50 personer, hvorav 19 er fast tilknyttet driften. Verkets ledelse har underligget et av herredsstyret opnevnt styre på oprindelig 3, nu 6 medlemmer. For tiden består styret av M. Røkeberg, formann, M. Liengen, næstformann, Enok Sletengen, Odd Skirbekk, Sverre Krog og Birger Lunke. Formannsstillingen i styret har i den forløpne tid vært besatt med; Lensmann Simonsen 9 år, kjøpmann P. Østmoe 1 år, overrettssakfører Smitt-Amundsen 4 år, lærer Joh. Røkke 2 år og børsemaker M. Røkeberg 3 år.»

Øverst i denne fossen hadde man i 1909-1910 bygd et elvekraftverk med en terskeldam som skulle stuve opp vann til turbinrøret. Overløpsdammen var 312 meter lang, utført i betong og støpt slik at damkrona var noe lavere i den østre enn i den vestre enden. Hensikten var å skape et «sug» i overflata som trakk fløtingstømmeret mot den østre delen av elveløpet. Av samme årsak brukte man å legge ei lense, et flytende stengsel land av sammenkjedete tømmerstokker, som skulle hindre at fløtingsvirket drev inn i inntaksbassenget for vann til kraftstasjonen, som lå i den vestre delen av elveløpet. Da dette fotografiet ble tatt var fløtinga for lengst i gang, men vannføringa hadde avtatt, slik at en god del tømmer hadde blitt liggende i fallsona på den vestre delen av overløpsdammen. Her var det for øvrig bygd en såkalt «tømmerløfter», et skråplan som skulle forebygge at stokkene ble splintret i nedfallssona under dammen.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte størstedelen av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
