Fløtinga i Glomma har ei lang historie, så lang at det er vanskelig å finne kilder som kan belyse virksomheten i de tidligste fasene. Fra middelalder og tidlig nytid kjenner vi bare spredte dokumenter som indikerer at vassdraget har vært brukt som transportåre for tømmer fra skogene i innlandet mot sagbruk og eksporthavner nærmere kysten. Gjennom arkivene etter Christiania Tømmerdirektion kan vi følge den tekniske og organisatoriske utviklinga i Glomma-fløtinga fra 1700-tallet, og spesielt rikholdig er materialet fra det siste hundreåret før bruken av Glomma som fløtingsled opphørte i midten av 1980-åra. Dette fotografiet er fra sluttfasen, nærmere bestemt fra 1985, som var det siste året med ordinær fløting i hovedvassdraget. Noe tømmer ble liggende igjen, særlig i området omkring innsjøen Øyeren i Akershus, for opptak og videre lastebiltransport i 1986.
Bakgrunnen for at fløtinga ble avviklet i midten av 1980-åra var synkende bruk av vassdraget som transportåre, til en viss grad også stadig større problemer med å organisere kompetent mannskap til det sesongarbeidet fløtinga var. Fløtingskvantumet hadde sjølsagt også sammenheng med konjunkturene i tømmermarkedet. Målt i volum var 1921 et toppår i Glomma-fløtinga, men det ble fløtet mye tømmer også i slutten av 1920- og slutten av 1930-åra. Etter 2. verdenskrig kom en ny god periode for Glomma fellesfløtingsforening, med stor aktivitet gjennom hele 1950-tallet. Deretter sank fløtingskvantumet gjennom 1960-åra. Parallelt med det, i de første par tiåra etter 2. verdenskrig, foregikk det ei storstilt utbygging av skogsbilveger, som gjorde det mulig å kjøre tømmeret fram til hovedvassdraget. Dette førte til at virksomheten i mange av sidevassdragene ble avviklet ved utløpet av 1960-åra. Men stadig mer av virket – og spesielt sagtømmeret – ble etter hvert kjørt direkte fra lunneplassene ved skogsbilvegene til brukene som skulle forvandle det til trelast. En stigende andel av det gjenværende fløtingstømmeret var «slipvirke», som skulle foredles til papir og kartong. Dette dreide seg om små dimensjoner. Tømmervolumene sank derfor raskere enn antall stokker i vassdragene. Glomma fellesfløtingsforening forsøkte å møte denne utviklinga ved å bygge terminalplasser ved hovedvassdragene, der de også tilbød maskinell barking av fløtingsvirket. Krympende innmeldinger av fløtingsvirke til en virksomhet som forutsatte ganske stor bemanning førte likevel til at lønnsomheten i fløtinga ble et diskusjonstema. Fra 1978 var det bare treforedlingsbedriften Borregaard i Sarpsborg som kjøpte fløtingstømmer langs Glommavassdraget. Der, som ved mange andre treforedlingsbedrifter, orienterte man seg stadig mer mot ferskt virke. Vinteren 1984 ble det kjent at også Borregaard tok sikte på å overføre all tømmertransport til lastebiler og jernbane. I løpet av våren kom det beskjeder om at påfølgende år, 1985, ville bli siste fløtingssesong. Parallelt med dette startet avviklinga av Glomma fellesfløtingsforening som organisasjon, med fjerning av fløtingsinstallasjoner og salg av eiendommer, båter og annet løsøre. I 1985 ble det fløtet 126 014 kubikkmeter tømmer i Glommavassdraget. Dette utgjorde bare 6,5 prosent av volumet fra 1952 (1 919 263 kubikkmeter), som var toppåret i denne virksomheten etter 2. verdenskrig.

Mannen er Sigurd Sondre Huvestad, som satt i en av Glomma fellesfløtingsforenings robåter. I bakgrunnen ser vi mot det skogkledde Vålerberget med et toppunkt 310 meter over havet. Sjølve Norsfossen ligger cirka 150 meter over havet. 1985 var den siste sesongen med ordinær tømmerfløting i Glomma, men bare i den delen av hovedvassdraget som ligger sør for Rena. Norsfossen ligger i gamle Brandval herred, cirka 15 kilometer nord for den sentrale delen av Kongsvinger by. Her har elva et par små fall etter å ha flytt stille og rolig i flere mil. De to fallene i Norsfossen har en høyde på drøyt tre meter ved lavvann. Høydeforskjellen mellom ovenforliggende og nedenforliggende elveløp ble noe mindre i flomperioder. Nedenfor Norsfossen fløt Glomma stille i cirka 8 kilometer, før vannmassene nådde neste fall, Gjølstadfossen.
I begynnelsen av 1980-åra ble det klart at det gikk mot slutten med tømmerfløtinga i Glomma. Derfor fikk historikeren Øivind Vestheim, som ble ansatt som amanuensis ved Norsk Skogbruksmuseum i 1984, dokumentasjon av denne virksomheten som en av sine primæroppgaver. Vestheim gjorde mange reiser langs vassdraget, der han snakket med fløtere og dokumenterte ved hjelp av notatblokk og diktafon. Han hadde også med seg museumsfotograf OT Ljøstad på flere av turene. Vestheims dokumentasjonsarbeid dreide seg også om de materielle levningene etter fløtingsvirksomheten som snart skulle opphøre. Han ble blant annet sentral i første fase av bevaringa av Glomma fellesfløtingsforenings arkiver ved Fetsund lenser. Arkivet ble overdratt til Riksarkivet, som valgte å la det ligge på Fetsund, hvor Vestheim sammen med lokale engasjementsmedarbeidere foretok en første ordning. Den daglige forvaltningen av Glomma fellesfløtingsforenings arkiv er seinere overlatt til fløtermuseet ved Fetsund lenser. I 1985 omtalte Norsk Skogbruksmuseum Vestheims arbeid som «Prosjekt Glomma». Dette siste driftsåret til Glomma fellesfløtingsforening dokumenterte Vestheim og Ljøstad fløting i Åmot i Østerdalen, ved Norsfossen i Solør, ved Bingen og på Øyeren i Akershus, og ved Sleppetangen, Solbergfoss, Vamma, Glennetangen og Eidet i Østfold. For å få gode oversiktsbilder av lensesystemer og tømmersleping leide museet fly. I 1985 ble Norsk Skogbruksmuseum tildelt Glomma fellesfløtingsforenings sølvmedalje og diplom for dokumentasjon og bevaring av fløtingshistorie i dette vassdraget. Sluttproduktet fra Vestheims arbeid med Glomma-fløtinga ble boka «Fløting gjennom århundrer – fløtingas historie i Glomma- og Mjøsvassdraget», som ble utgitt som Norsk Skogbruksmuseums særpublikasjon nr. 13 i 1998.
