Arbeidet for å få utnyttet energien i det rennende vannet i Kykkelsrud- og Haltorpfossen startet i slutten av 1890-åra. Mannen som framfor noen målbar ideen var Anders C. Furuholmen. Han, broren Richard Furuholmen og naboen Mathias Skotvedt inngikk i en allianse med A/S Glommen Træsliberi om å få realisert ideen. Etter ei bankkrise i Kristiania i 1899 ble det imidlertid vanskeligheter med å få finansiert prosjektet. Aksjeselskapet som hadde sikret seg fallrettighetene henvendte seg da til selskapet Schuckert & Co. i Nürnberg, som etter hvert gikk inn i prosjektet med kapital og kompetanse. Schuckerts ingeniører samarbeidet med kanaldirektørens stab om prosjekteringa. Arbeidet startet med oppdemming av det østre løpet Kykkelsrudfossen ved Haltorpøya, cirka en kilometer ovenfor stedet der kraftstasjonen skulle reises. Derfra ble det sprengt en kanal ned til kraftstasjonen. Samtidig ble det bygd jernbane fra Askim stasjon til Kykkelsrud med sidespor til Glommens Træsliberi og et mølleanlegg. Jernbanen skulle blant annet frakte tunge maskindeler til kraftstasjonen. Byggearbeidet startet i 1900. Arbeidet beskjeftiget mange hundrede mann, og første byggetrinn var ferdig høsten 1903. Driften startet med to aggregater som begge kunne yte 3 000 hestekrefter. Ettersom de norske aksjeeierne ikke greide å reise den kapitalen avtalen med Schuckert & Co. forutsatte, ble det tyske selskapet etter hvert eneeier av anlegget. Også Schuckert & Co. fikk likviditetsproblemer etter den kostbare utbygginga, og i 1910 ble kraftanlegget på Kykkelsrud solgt til A/S Hafslund for 5, 3 millioner kroner. Utbygginga fortsatte, med nye byggetrinn i 1908-09 og i 1912-13, og via en 43 kilometer lang fjernledning kunne det leveres strøm til hovedstaden Kristiania. Også lokalsamfunnet Askim fikk etter hvert strøm fra Kykkelsrud.
Kraftutbygginga ved Kykkelsrud var det første storprosjektet av denne typen i et viktig norsk fløtingsvassdrag. Følgelig var det usikkerhet rundt konsekvensene av utbygginga av Kykkelsrud- og Haltorpfossen. Det oppstod snart uenighet mellom utbyggerne og fløtingsorganisasjonen (Fredrikstad Tømmerdirektion) om hvorvidt utbygger primært skulle forholde seg til de generelle bestemmelsene i vassdragslovens § 8 eller den mer krevende § 48, som forutsatte at utbyggerne skulle bekoste og vedlikeholde innretninger som sikret god passasje for fløtingsvirket. Det viste seg at de forbygningsarbeidene som ble gjort førte til opphopning av tømmer, og under arbeidet med å løsne den haugen som bygde seg opp alt den første fløtingssesongen etter at utbygginga startet omkom tømmerfløteren Jørgen Gudbrandsen (1834-1900). De problemene reguleringa av Glomma ved Kykkelsrud skapte for tømmerfløtinga resulterte i mange og kompliserte forhandlinger, som fikk en slags løsning i form av en avtale som ble inngått på ettersommeren i 1904. Avtalen forpliktet utbyggerne (Glommens Træsliberi) til å holde en viss vannføring i fløtingssesongen, og til å bygge lenser og skjermer som skulle hindre at virket la seg opp på skjær. Kraftselskapet måtte også betale fløtingsorganisasjonen erstatning. I etterkant av denne saken brukte Tømmerdirektionen betydelige ressurser på sprengingsarbeider i elveløpet og på å bygge en betongskjerm ved Hvervenfossen. Denne konstruksjonen skulle oppheve noen av ulempene reguleringsarbeidene hadde påført fløtinga.
Den 10. juni 1959, dagen etter at dette fotografiet ble tatt, hadde Fredrikstad Blad dette oppslaget:
«FN-forbrødring i Fredrikstad i går.
Det var riktig internasjonalt i Fredrikstad i går da byen fikk besøk av 60 representanter for 17 nasjoner tilhørende FAO-ECE Commitee on Forest Working Techniques and Training of Forest Workers. De hadde alle fått innbydelse til en såkalt «logging excursion» i Norge, og etter hva FB hørte var alle strålende fornøyet med turen hittil.
Gruppen har hatt en ukes forhandlinger i Oslo Handelsstand med bistand fra simultan-translatører fra FN, og en rekke erfaringer ble her utvekslet mellom landene. Derpå fulgte befaring i Nordmarka og i går i en del av Fellesfløtningens distrikt. Dagen ble avsluttet med en middag på Bjørnen.
Ekskursjonslederen, professor Ivar Samset, forteller at utlendingene var overrasket over å finne så høyt utviklet skogsdrift i Norge, og de mente at vi sto fullt på høyde i teknikk selv med de riktig store skogbruksland.
Etter middagen var det meningen at gruppen skulle fortsette til Larvik med M-B «Skjærhalden». Imidlertid var det for høy sjø på fjorden, og for å unngå sjøsyke etter den gode bespisning, som besto av laks og roastbeef, ble i siste øyeblikk besluttet å dra om Moss-Horten isteden.»

Konferansen hadde også et ekskursjonsprogram med besøk hos skogbruksaktører på begge sider av Oslofjorden. Dette fotografiet skal være tatt ved Kykkelsrud i Askim, der representanter for Glomma fellesfløtingsforening redegjorde for hvordan de fløtet tømmer i et vassdrag der det også var flere store kraftverk. Her ser vi en en del av ekskursjonsdeltakerne på stivlensa som skulle lede fløtingsvirket mot tømmerkanalen, som gikk på vestsida av elveløpet og kraftverksdammen.
I 1985 ble fløtinga i Glomma nedlagt. Dermed ble også organisasjonen som hadde organisert denne virksomheten, Glomma fellesfløtingsforening (tidligere Christiania Tømmerdirektion) oppløst. Administrasjonen og styret som ledet avviklinga var opptatt av at materiale som i framtida kunne tjene som kilder til kunnskap om tømmerfløtingas store betydning i Glommavassdraget sørget for at arkivet etter Fellesfløtingsforeningen ble overdratt til Riksarkivet. Denne institusjonen valgte å la papirene bli liggende i det murte arkivtilbygget til kontorbygningen på Lund, Fellesfløtingsforeningens administrasjon på Fetsund i Akershus. Ordning av materialet ble igangsatt under veiledning av historikeren Øivind Vestheim fra Norsk Skogbruksmuseum i Elverum. I 1990 ble det etablert et lensemuseum på Fetsund, og personale herfra har fortsatt arkivordningsarbeidet. Fotografiene etter Glomma fellesfløtingsforening (kopier i 72 album samt en del film) ble overført til Norsk Skogbruksmuseum (som fra 2003 skiftet navn til Norsk Skogmuseum). Her er fotografiene etter hvert kopiert (først reprofotografert, siden delvis elektronisk skannet) og registrert (først i dataprogrammet winRegimus, seinere i Primus).
