Fløtingsingeniøren Ragnvald Bødtker (1859-1956) mente at den delen av Glomma som lå umiddelbart nedenfor innsjøen Øyeren var den mest problematiske for fløtinga før vassdraget ble regulert. I boka «Norsk fløtnings historie 1860 inntil 1943» skrev han: «Gjennem hele Glommas løp fra Aursund tilhavet er det ingen del som tilnærmelsesvis har budt og fremdeles byr fløtningen de vanskeligheter som de første 20 km. fra elvens utløp i Øieren inntil den har passert Vamma. Det er det såkalte «fossestykke». Fra Vamma til Sarpsborg løper elven rolig inntil den rinner ut over Sarpsfossen.» Dette ble skrevet i 1943-44, på et tidspunkt da problemene med den mektige Sarpsfossen var løst ved hjelp av en tømmertunnel mellom Isnesfjorden og Visterflo i Glommas vestre løp (i drift fra 1909). Bødtker hadde utvilsomt rett i at fløtinga de første par kilometerne nedenfor Øyerens utløp var vanskelige. Dette skyldtes terrenget, som Bødtker beskrev slik: «Elven løper gjennem et sterkt kupert fjellandskap. Elvebunden er meget ujevn, opfylt av skjær og dype høler, og breddene veksler mellem steile fjellsider med storstenet ut ved foten og trange viker, dekket av leirbakker. Dernest har elven et ganske sterkt fall, i alt ca. 80 meter på de 20 km, og dette fall er spredt utover mange stryk og fosser. Hertil kommer dessuten at vannstanden, også inden fløtningsperioden, er meget variabel. Mellem høieste og laveste vannstand er det en forskjell på 10-12 meter, og dette medfører selvsagt store ulemper.» Disse problemene forsøkte tømmerfløtingsorganisasjonene å møte ved å sette opp dammer som skulle heve vannspeilet og skjermer («skådammer») som skulle lede tømmeret utenom steinskjær og bakevjer der det hadde lett for å sette seg fast. Kykkelsrudfossen var en slik vanskelig lokalitet. Her gikk elva i to løp omkring et steinskjær. Det ene løpet, som også ble kalt Haltorpfossen, som ble karakterisert som meget ureint og som et betydelige hinder for fløtinga. De problemene dette innebar for fløtinga var sikkert årsaken til at det ble oppsatt forbygninger ved Kykkelsrudfossen alt i 1825-26. Kykkelrudfossen var for øvrig en av fire fosser på en forholdsvis kort strekning: Sandefoss, Dalsfoss, Kykkelsrudfoss og Hvervefoss (eller Rudsfoss), med til sammen 19 meters fall. Det var disse fallene selskapet bak A/S Glommens Træsliberi (Siemens, Schuckert & Co.) sikret seg rettighetene til med sikte på produksjon av hydroelektrisk kraft ble utnyttet i det første kraftutbyggingsprosjeketet i nedre del av Glomma. Prosjektet fikk navn etter Kykkelsrudfossen, til tross for at sjølve kraftstasjonen skulle legges ved den nedenforliggende Hverve- eller Rudsfossen. Anleggsarbeidet ble påbegynt i 1899.
Vassdragsloven forutsatte at utbyggerne måtte bli enige med den andre viktige brukeren av vassdraget – Fredrikstad Tømmerdirektion – om tekniske løsninger som både elektrisitetsverket og tømmerfløtinga kunne akseptere. Et sentralt spørsmål i «Kykkelsrudskjønnet», som startet med et rettsmøte i desember 1900, ble hvordan elveløpet kunne bearbeides, slik at virksomheten til Fredrikstad Tømmerdirektion ikke led skade ved at en god del av vannet i Glomma heretter ville bli ført gjennom en cirka en kilometer lang inntakskanal på land mot kraftstasjonen, i stedet for i elva, der tømmeret måtte gå. Svaret fra utbyggerne var at man ville sprenge bort en del steinskjær og odder, slik at elva mellom fermettedammen som skulle bygges ovenfor Sandefoss og kraftstasjonen ved Rudshverven ved ei moderat vannføring på 500 kubikkmeter i sekundet skulle bli mer enn en halv meter djup i 25 meters bredde. Dette aksepterte skjønnsretten, men Fredrikstad Tømmerdirektion uttrykte en viss skepsis ved å påpeke at det var vanskelig å ta stilling til om de skisserte tiltakene var tilstrekkelige før en fikk testet hvordan det ville fungere i praksis ved skiftende vannføring. Utbyggingsprosjektet, som var påbegynt i 1899, gikk sin gang, parallelt med de tekniske og juridiske forhandlingene om hvordan tømmerfløtingas og kraftutbyggernes interesser skulle balanseres. Som ledd i arbeidet med å bygge fermettedam ved inntaket til inntaksrenna for kraftverket ble det for øvrig oppsatt en diger steinskjerm, som bidro til at det la seg opp enorme mengder tømmer, som stengte elveløpet. Under arbeidet med å løsne tømmeret omkom tømmerfløter Jørgen Gudbrandsen (1834-1900). Denne hendelsen bidro til at diskusjonene fortsatte. I 1904 kom det et forliksdokument. I ett av punktene i denne avtalen hette det at «A/S Glommens Træsliberi … forpligter sig til å holde den såkalte «Rudshverven» i Glommen utenfor A/S Glommens Træsliberi’s kraftstasjon således ren for tømmer at fløtningen på grunn av den skjedde gjenfylling av elveleiet mellem Bueholmen og elvebredden ikke forulempes eller tømmeret beskadiges.» Selskapet måtte også akseptere å betale erstatning for de ulempene og forsinkelsene anleggsarbeidet i vassdraget ved kraftstasjonen hadde påført Fredrikstad Tømmerdirektion i perioden 1901-1904. I en overenskomst fra 1906 overtok Fredrikstad Tømmerdirektion ansvaret for utførelsen av fløtingsløpet mellom kraftverksdammen og Rudshverven. Kraftselskapet skulle imidlertid i en femårsperiode bistå med «utspyling» av tømmer fra Hvervebukta, slik man med hell hadde gjort det i 1904 og 1905. Etter den tid håpte en antakelig å ha kommet så langt i arbeidet med det nye fløtingsløpet, at behovet for å bruke vann på denne måten ville være borte. Dette forsøkte Fredrikstad Tømmerdirektion å oppnå ved å foreta betydelige sprengingsarbeider i elveløpet, og ved å bygge en betongskjerm på venstre elvebredd nederst i Hvervefossen. På denne måten ble elvas hovedstrøm trykket mer mot høyre, noe som skulle hindre at store tømmermengder ble presset inn i Hvervebukta. I forbindelse med bygginga av en 120 meter lang ny betongdam ved Kykkelsrud i perioden 1939-1941 ble det også bygd betongrenne i tunnel på vestsida av elveløpet. Her kunne det drives fram 10 – 12 000 kubikkmeter i timen med ei vannføring på 25 kubikkmeter i sekundet.

Vi ser en teglsteinsmurt industribygning på «Hafslund-sida» til høyre i bildet, og tilsvarende bebyggelse på «Borregaard-sida» til venstre. I midten ser vi sjølve fosseløpet, der de på dette tidspunktet sparsomme vannmassene framstår som et kvitt slør over de bergknausene som tross alt var dekt av vann. Over det hele rager den staselige veg- og jernbanebrua som ble bygd like ovenfor fossen i 1870-åra mot himmelen. Fotografiet antas å være tatt omkring år 1900.

Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe de kalte «Prosjekt Glomma». Dette innebar at historikeren Øivind Vestheim og fotografen OT Ljøstad fulgte fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentasjonsarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte en del av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført.
