«20 millioner dekar skog eies av staten
Mekaniseringen vil kreve færre arbeidere men økt krav til en god faglig utdannelse
Direktoratet for statens skoger administrerer et samlet areal på 20 millioner dekar, og av dette er 5,5 millioner dekar produktiv skog. Det tilsvarer 10 prosent av det samlede produktive skogareal i landet. Statens skoger finner man spredt fra lengst sør til lengst nord. Foruten skogeiendommene ligger også 50 millioner dekar fjellvidder under direktoratets administrasjon. Eiensdomsantallet løper opp i tusen, men i enheter utgjør det 3 000 og størrelsen varierer fra noen få dekar til komplekser på 500 000 dekar. 20 prosent av statsskogene ligger nordenfor polarsirkelen, og på Østlandet ligger en del av skogeiendommene høyt over havet. Eksempelvis nevnes Øst-Norge skoginspektorat ligger 96 prosent av statens skoger over 450 meter over havet.
OVERSKUDD AV ARBEIDSKRAFT
Statsskogsjef Eivind Wisth ga disse opplysninger under utferden i Trysil og Engerdal, og understreket med dette at direktoratet har sine spesielle problemer.
Virksomheten drives med den målsetting å oppnå størst mulig nåtidsverdi av de framtidige nettoinntekter, det vil si størst mulig kapitalverdi for den samlede virksomhet uten å komme i konflikt med den generelle økonomiske politikk som føres av staten. Dessuten har man en rekke andre hensyn, blant annet sosiale forhold og arbeidskraften.
Bakgrunnen for utferden er mekanisering og arbeidskraftbehovet i skogbruket, sa statsskogsjefen. Disse problemene vil bli særlig framtredende i mange av de mer avsidesliggende skogbygder hvor staten er den største skogeier. Det er særlig de siste fem-seks år overskuddet av arbeidskraft har meldt seg, og vi vet at det vil øke med større kraft.
ALDERSKLASSE-FORDELINGEN
I framtiden vil antallet av arbeidere knyttet til skogbruket bli sterkt redusert, men på den annen side vil det bli stilt store krav til dyktighet og faglig innsikt. Samtidig med økt krav om utdannelse i faget vl det gå i retning av helårsarbeid.
Det er klart at de offentlige skoger må følge opp med mekanisering, og det er også gjort i større utstrekning. Derfor står man overfor store problemer i Trysil og spesielt i Engerdal. Det blir ikke bare et betydelig overskudd av arbeidere, men man får også en uheldig aldersklassefordeling. Hittil har vi forsøkt å unngå å si opp skogsarbeidere, men det er klart at situasjonen nå er slik at vi må begynne å redusere arbeidsstokken, men for å unngå for store problemer søker man å gjennomføre dette over en lengre periode, sa statsskogsjefen blant annet.»
Artikkelen ovenfor var et slags supplement til en hovedreportasje fra det seminaret Direktoratet for statens skoger arrangerte i Trysil og Engerdal høsten 1964;

Ordførerproblemer: Omskolering av 300-400 skogsarbeidere og opprettelse av nye arbeidsplasser innen en periode begrenset til 10 år
Det ligger en dyster bakgrunn for den skogbefaringen som Direktoratet for statens skoger innbød til i Trysil og Engerdal. Rasjonalisering og mekanisering krever reduksjon av arbeidsstokken i forvaltningene i de to bygdene og selv om statsskogsjef Eivind Wisth forsikret at man fortsatt vil bremse på den naturlige utvikling må man regne med at statsskogene i fremtiden, antagelige bare over en ti-årsperiode må gjennomføre denne innskrenkning av arbeidsplassene. Dette problemet ble ordførerne Harald Berget og Pauli Opgård stilt overfor i kommuner der skogen teller avgjørende i sysselsettingen. Men begge ordførerne møter problemet med kampvilje. De kjemper ikke mot den utvikling som må skje, men går positivt inn for å erstatte de overflødige arbeidsplasser i nye virksomheter etter det syn at tryslinger og engerdøler fortsatt må gis eksistensgrunnlag i sine hjembygder. De er klar over at de står foran vanskelige år i kommunen. År som byr på tilpasningsvansker for skogsarbeidere som må omskoleres og år som må kreve aktiv innsats fra de kommunale myndigheters side.
Utferden var lagt opp med et omfattende program over to dager med sikte på å gi presse og kringkasting innføring i de problemer som statens skoger står overfor og spesielt den situasjonen man nå er i i de to bygdene der staten teller meget sterkt i skogbruket. Utenom en rekke spesialister fra Direktoratet deltok formannen i styret, Torgeir Berge og representanter fra en rekke organisasjoner knyttet til skogbruket og naturligvis ordførerne i de to bygdene.
RASJONALISERINGEN MÅ FORTSETTE
Spesielt sysselsettingsproblemene lå til grunn for det avsluttende diskusjonsmøte i Fjellheimen der statsskogsjef Wisth i sin konklusjon slo fast at det er enighet om at rasjonaliseringen og mekaniseringen i skogen må fortsette. Det som det er reist tvil om er tempoet, og dette forbeholdet gjelder spesielt disse to bygdene som vi må erkjenne står i en litt annen stilling enn mange andre skogkommuner. Blant annet fordi kommunene ligger isolert og med store avstander til større industrikommuner.
Statsskogsjefen sa videre at man er villig til å redusere tempoet i rasjonaliseringen og at man selvfølgelig tar hensyn til arbeidere som i årrekke har vært knyttet til statsskogene.
UGUNSTIG STILT
Men vi er ugunstig stilt fordi våre skoger ligger avsides, og det er klart at grensen for temponedsettingen i utviklingen må være rimelig. I denne saken har vi følt oss bundet til å ta opp problemene med de respektive kommunale myndigheter i god tid. Vi er også villig til selv å søke etter muligheter til å skape nye arbeidsplasser til erstatning for de som blir overflødige. I denne forbindelse kan jeg tenke meg at det gis muligheter ved Drevsjø sag.
Det er reist spørsmål om økonomisk støtte fra Direktoratet. Jeg vil henvise til at det er stilt penger til rådighet til veiutbygging og til andre oppgaver i distriktet, og jeg tror at man fortsatt kan regne med hjelp hvis det oppnås et forsvarlig overskudd på driften.
GRUNNLAGSINVESTERINGENE
Det var direktør Sigmund Stafne som innledet samtalen i det avsluttende møte. Han redegjorde for oppgaver som Distriktenes utbyggingsfond arbeider med. En av hovedoppgavene er å finne løsninger i kommuner som har problemer med sysselsettingen. Han fremholdt at man må forsøke å legge mer vekt på grunnlagsinvesteringene og særlig med forsøk på samarbeide mellom jord- og skogbruksnæringene. Industribyggingen er en lang og smertefull prosess. Trysil har i gang et dristig prosjekt som vi setter store forventninger til. Lykkes opplegget vil det følge flere etter.
Det er tale om erstatning for 350-400 arbeidsplasser i dette distriktet. Når man har dette problemet for seg må man ha det klart at et samfunn kan ikke bestå med færre mennesker, sa direktør Stafne.
HELÅRSARBEID
Det ble videre redegjort for planene om utbygging av turistnæringen, og han understreket at Utbyggingsfondet strekker seg bare så langt at det tjener distriktets interesser og vil bidra til å utvikle initiativ som gir bygdefolket fortjeneste.
Direktør Per Krog, Skogbruksforeningen av 1950, fremholdt at arbeidskraftspørsmålet ikke er spesielt for statens skoger og for de to kommuner. Alle de større skogeiendommer på private hender har de samme problemene. Rasjonalisering, mente han, kommer man ikke utenom, men problemet er å gjennomføre en reduksjon av arbeidsplassene under et forsvarlig sosialt synspunkt. Ellers må det være riktig at man mest mulig baserer beskjeftigelsen over hele året.
KOMPENSASJON
Ordfører Harald Berget, Trysil, satte pris på at problemet ble tatt opp på tidlig tidspunkt, men sa seg uenig med Krog i at Trysil ikke er et spesielt problem. Han minnet om det ensidige næringsliv som gjør kommunene sårbare.
Det må oppstå meget vanskelige problemer når man begynner å røre ved det som har vært hovednæring i en bygd gjennom alle tider, men på den annen side må det være klart at man må følge med utviklingen. Det må heller ikke glemmes at disse kommunene påtar seg de store utgiftene til utdannelse av ungdommen og sender dem ut til de rikere kommuner, og det er klart at hvis denne utviklingen skal fortsette må det gis en kompensasjon. Selv om man vil bremse på utviklingen i overgangsperioden, noe vi har all grunn til å være takknemlig for, er det all grunn til å se dystert på fremtiden.
KAPITAL-PROBLEMET
Ordfører Pauli Opgård, Engerdal, sa at utviklingen kan man ikke stanse, men det er naturlig at vi ser dystert på situasjonen, og man må forstå reaksjonen hos skogsarbeiderne som har satset på dette yrket og nå plutselig mister sin arbeidsplass i skogen.
Hvordan skal vi finne de nye arbeidsplassene? Hva vi enn gjør mangler vi kapital. Statens skoger har ganske betydelige inntekter fra Engerdal, og vi skulle ønske at noen av disse inntektene kommer bygda til gode. Jeg håper at staten rent moralsk føler seg forpliktet til å støtte våre prosjekter, først og fremst utbygging av turistnæringen, men også produktive tiltak som møbelproduksjon.
TOMTEAREALENE HAR STATEN
Lønnsomheten ved utvidet mekanisering var stadig i forgrunnen under diskusjonen. Skogtaksator Torstein Sjursen, mente at det er uråd å gi et eksakt svar generelt.
Direktør Wilhelm Elsrud i Det norske skogselskap minnet om at det bare er to år siden den nedsatte rekrutteringskomité la fram sitt resultat og at det har skjedd en voldsom utvikling i den tiden.
Men det er klart at selv med gjennomført mekanisering trenger man arbeidskraft. Dessverre er man uten materiale og komiteen har begrenset sine beregninger til tidsrommet inntil 1970. Kanskje er det etter den tiden at problemene kommer med full styrke.
Disponent Juul Søberg, Trysilvassdragets skogeierforening, la vekt på at staten eier det meste av de aktuelle tomteområdene og ga uttrykk for håp om et samarbeid. Han viste til at skogeierforeningen har investert 100 000 kroner i virke til hytter og opplyste at arkitekt Odd Nansen skal tegne hyttene.
UNNGÅ TILLITSKRISE
Forretningsfører Klaus Kjelsrud, Norsk skog- og landarbeiderforbund, fremholdt at spørsmålet er avgjørende for Engerdal og Trysil, og at han minnet om at skogen som arbeidsplass ikke har hatt den beste tillit. Den fikk sitt ulivssår i de vanskelige 30-årene. Problemet nå er at man finner en løsning slik at ikke rasjonaliseringen fører til ny tillitskrise. Man må også ha det klart for seg at en stor gruppe innen skogsarbeiderstanden har vanskelig for å omstille seg, og man må da ta de nødvendige sosiale hensyn.
Skogsarbeider Alfred Sandmoen fra det lokale lag av Skog og Land: Hensikten med rasjonaliseringen og mekaniseringen er å spare tid og penger og å lette arbeidet i skogen. Så langt er jeg enig, men dette problemet er ikke så lett å løse i skogen som på papiret. Hva med maskinanskaffelsen? Skogsarbeidere flest vil møte uoverkommelige finansieringsvanskeligheter hvis man skal gå til innkjøp av kostbare maskiner. Isteden risikerer vi å oppleve at pengesterke folk i byene overtar på entreprenørbasis. For oss er det av betydning og vite hva direktoratets retningslinjer vil bli.
PRISEN SOM BETALES
Statsskogsjef Wisth svarte med en gang at det blir overlatt til de enkelte skogforvaltere å vurdere hvem av skogsarbeiderne som er egnet til å drive med maskiner. De vil få hjelp økonomisk og direktoratet kommer ikke til å sette bort til entreprenører. Hvis ikke arbeiderne selv kjøper maskinene, gjør staten det og lærer opp arbeiderne.
Direktør C. Bonnevie-Svendsen, skogbrukets arbeidsgiverforening, mente problemene er generelle. Det man først og fremst ønsker er å skape helårsbeskjeftigelse, men det vil overflødiggjøre en del som har mer sesongpreget arbeid. I skogbruket har man nå oppnådd et lønnsnivå på linje med andre næringer, men man må ta i betraktning de høye sosiale utgifter. En skogsarbeider koster nå 27 kroner pr. uke i trygder, som vil øke ytterligere innen overskuelig fremtid. Prisen for de levelige vilkårene som skogsarbeiderne har oppnådd er nettopp de problemene som vi behandler her. Man står ikke bare overfor krav til arbeidsgiver og skogsarbeider, men også overfor staten.
STEDBUNDET FOLK
Skogtaksator Torstein Sjursen kom inn på lokaliseringsspørsmålet og mente at man må se problemene under ett i større regionale områder.
Ordfører Opgård henviste til at folket i Engerdal er sterkt stedbundne, og det vil føre til sterke omstillingsproblemer hvis man skal overføre dem til andre kommuner.
Skogforvalter Tor Sandbu la vekt på at kommunale myndigheter må ha for øye at bosettingen går i retning av større sentra. I Trysil er det grender som praktisk talt vil være avfolket om 20 år.
Redaktør Bertil Gustafson, ga en oversikt over de problemer man har i Sverige.»
Fra en konferanse Direktoratet for statens skoger arrangerte i Trysil og Engerdal høsten 1964. Konferanseprogrammet hadde både en befaringsdel, der deltakerne fikk se hvordan statsskogene i området ble drevet, og en sekvens med foredrag og diskusjoner om mekaniseringa og de konsekvensene den kunne få for skogsarbeiderne. Dette fotografiet er tatt utenfor et av husene på Drevsjøsaga, som var en viktig del av virksomheten i Femund forvaltning. Her møttes arbeidskledde sagbruksarbeidere og dresskledde konferansedektakere.
Under fanen «Opplysninger» finnes regionavisa Østlendingens oppsummering av de faglige diskusjonene konferansedeltakerne hadde om mekanisering og sysselsetting.
Dette fotografiet inngår i en serie museet har overtatt etter journalisten Torbjørn Røsting fra Elverum i sitt virke for avisa Østlendingen. Etter Røsting døde sommeren 1986, skrev journalistkollega Halvard Berget i Hamar Arbeiderblad følgende minneord:
«Mangeårig medarbeider i Østlendingen, redaksjonssekretær Torbjørn Røsting, er død, 70 år gammel. I 50 år var Røsting en trofast sliter for sin avis, og det er ikke lenge siden han avsluttet sitt journalistvirke. Ungdommelig og sprek som han var holdt han det gående også etter at han oppnådde pensjonsalderen. Selv om Torbjørn ikke la skjul på sin alvorlige sjukdom, hadde vi ønsket ham noen gode år som pensjonist.
For oss journalister i konkurrerende avis var det bestandig hyggelig å være sammen med Torbjørn Røsting på jobb. Han var alltid hjelpsom og i godt humør. Vi beundret Røsting for at han også tok de små saker på alvor. Han var et eksempel på en god lokalavisjournalist. Vi tror redaktør Andreas Hagen når han sier at Torbjørn Røsting aldri sviktet sine lesere, sin avis og sine kolleger.
Røsting begynte i Østlendingen i 1936. I de første årene arbeidet han i ekspedisjonen med annonser og abonnement. Senere gikk han over til redaksjonen og arbeidet både ved Østlendingens Tynset-kontor og Kongsvinger-kontor før han kom til hovedredaksjonen i Elverum i begynnelsen av 1950-årene. Torbjørn Røsting vil bli savnet i journalistmiljøet i Elverum. Vi lyser fred over hans minne.» (HA 29. august 1986)
