Skjefstadfossen i Elverum har, sammen med de ovenforliggende Haugsfoss og Knappfoss, en fallhøyde på 10,5 meter ved lav vannføring. Her ble det første betydelige kraftverket i den øvre delen av Glomma bygd i 1909-10. Utbyggerne fikk oppført en kraftig opptuvingsdam øverst i Skjefstadfossen. Denne dammen var 312 meter lang. Mot det østre landet ble det lagd et 70 meter langt djupløp for fløtingstømmeret. Mot vest var det en 112 meter lang kanalmur som skulle lede driftsvann til kraftstasjonen gjennom ett, seinere to grove betongrør de 417 meterne ned mot kraftstasjonen. Den var tegnet av elverumsarkitekten Vilhelm Norsted og bygd av entreprenørselskapet Høyer Ellefsen. Jernkonstruksjonene og turbinene var det A/S Thunes mek. Verksted som leverte, mens generatorene og apparaturanlegget kom fra AEG. Ingeniør Johan Kinck fra Kincks vandbygningskontor var prosjektleder. Kraftanlegget leverte strøm fra desember 1910 - etter en intens byggeperiode på 18 måneder. Kapasiteten ble utvidet flere ganger under 1. verdenskrig, deretter også i 1938. Strømmen gikk fra først av til Elverum og Hamar, men leveransene ble snart utvidet til Løten, Vang, Furnes, Våler og Åsnes.
Murverket fra 1909-10 begynte etter hvert å forvitre. En rapport fra begynnelsen av 1960-åra viste at særlig dammen var ganske dårlig. Derfor ble det bygd en ny platedam i 1965-66, også denne gangen med Høyer Ellefsen som entreprenørselskap. Deretter ble utviklinga av anlegget videreført ved at det ble igangsatt arbeid med en ny kraftstasjon etter en plan som sivilingeniør Elliot Strømme hadde utarbeidet i 1970. Den nye stasjonen ble satt i kommersiell drift seinhøstes i 1972. Likevel fortsatte driften ved den gamle stasjonen, i stor utstrekning med det gamle maskineriet.
I kulturminneåret 1997 ble den gamle kraftstasjonen ved Skjefstadfossen utpekt til årets kulturminne i Elverum kommune. Anlegget er restaurert i samarbeid mellom Elverum elektrisitetsverk, Riksantikvaren og lokale museumsfolk.

Øverst i det venstre hjørnet av bildeflata ser vi damanlegget, som stuvet opp vannet i den ovenforliggende delen av elveløpet i dermed sikret god og stabil tilførsel av driftsvann til kraftstasjonene ved vestre elvebredd. Den første av disse, som ble bygd i 1909-10, er ikke synlig på fotografiet. I begynnelsen av 1960-åra ble det konstatert at både dammen og kanalmuren begynte å bli svært forvitret. Vassdragsdirektoratet forutsatte fornyelse. Derfor ble det bygd en ny såkalt platedam noen få meter ovenfor den opprinnelige i 1965-66. Arbeidet ble utført av entreprenørselskapet A/S Høyer Ellefsen. I 1969 engasjerte Elverum elektrisitetsverk ingeniørfirmaet Elliot Strømme og arkitekt Egil Sorteberg for å få hjelp til å planlegge en helt ny kraftstasjon ved Skjefstadfossen. Elliot Strømme foreslo å øke fallhøyden fra 10,5 til 12 meter med sikte på å installere et kaplanaggregat en som forutsatte en vanngjennomstrømming på 180 kubikkmeter i sekundet. Dette skulle i så fall kunne gi en produksjon på120 millioner kWh - mer en tre ganger så stor kapasitet som den gamle kraftstasjonen hadde. Prosjektet fikk konsesjon i kraft av kongelig resolusjon av 23. juli 1971. Byggearbeidene ble utført av entreprenørselskapet Ingeniør F. Selmer AS i 1972-73. Skjefstadfoss kraftverk II leverte strøm alt fra november 1972. Den gamle kraftstasjonen var fortsatt i drift i perioder med rikelig vannføring. Etter at den nye kraftstasjonen og dammen var ferdig ønsket Elverum kommune å bygge vegbru over Glomma på dammen, for dermed å etablere en kjørbar forbindelse mellom Vestsivegen og Solørvegen. Dette prosjektet ble realisert som en videreføring av Elverum elektrisitetsverks utbyggingsarbeid. Fløtingstømmeret fra den ovenforliggende delen av Glommavassdraget ble - ved hjelp av lenser - ledet mot ei av de seks klapplukene i dammen, med sikte på at det skulle gå i den østre delen av elveløpet, der det var djupere og mindre oppstikkende berg og steinblokker enn på østsida av Tjuvholmen. Bildet viser at det var bygd en skjerm som skulle forebygge at myew av fløtingsvirket drev inn i vika på den østre elvebredden, 5-600 meter nedenfor dammen. Nærmere den vestre elvebredden ble det støpt en lang betongmur som skulle skjerme avløpskanalen fra den nye kraftstasjonen fra det øvrige elvevannet. I bakgrunnen, øverst på bildet, ser vi noe av bebyggelsen på den flate elvelsletta lngst nord i Heradsbygda.
