Skogeieren og investoren Tollef Kilde fra Åmot i Østerdalen ivret for å få etablert trefordelingsindustri til hjembygda si alt i 1890-åra. Han så for seg at bedriften skulle reises ved Osfallet i elva Søndre Osa og drives med energi fra denne fossen. Etter århundreskiftet ble kraftutbygging en aktuell sak, både i de nedre delene av Glomma og i Åmots nabokommune Elverum. Åmotingene fulgte med, og tanken om at energien fra Osfallet kunne gi kraft til et tresliperi opptok stadig flere. I 1906 ble det dannet en Osfall-komité, som engasjerte ingeniør Johan Kinck for å få utredet kraftverksprosjektet. Beslutning om utbygging ble tatt høsten 1912, og anlegget ble satt i drift høsten 1914. I mellomtida hadde et selskap der de fleste aksjonærene var lokale skogeiere bygd et tresliperi ved kommunesenteret Rena. Sliperiet ble raskt ble utvidet med ei linje der tremassen skulle videreforedles til kartoing. Kraftstasjonen ved Osfallet, med sin store betongdam, ble en av landets mest moderne. I 1916 kom det imidlertid et kraftig regnskyll midt i flomtida i mai, noe som fikk nordre damarm til å svikte, slik at Søndre Osa kunne grave seg et nytt løp nord for det gamle. Kraftstasjonen ble fylt av grus, og maskinistboligen, med to beboere ble tatt av vannmassene. To dristige fløtere i båt greide å redde den ene av dem. Dambruddet og ødeleggelsen av de nesten nye anleggene var en katastrofe, både for Åmot kommune som kraftutbygger, Rena Kartonfabrikk og de åmotingene som hadde fått strøm. Situasjonen ble ikke bedre av at kartongfabrikken truet kommunen med søksmål etter bortfallet av kraftleveransene. Partene ble imidlertid enige om å danne Rena kraftselskap A/S. Dette selskapet fikk reist et provisorisk kraftanlegg som ble satt i drift fra 1917. Det var imidlertid en utbredt oppfatning at kraftstasjonen ved Osfallet ikke kunne dekke det behovet kartongfarikken og det øvrige lokalsamfunnet hadde for elektrisitet på litt lengre sikt. I 1918 kjøpte Åmot kommune fallrettighetene i vassdraget mellom Osensjøen og Osfallet. De vanskelige tidene førte imidlertid til at overskuddet fra kraftomsetningen fra Osfallet ble brukt i andre kommunale sektorer. Tollef Kilde ivret likevel for å få bygd ut Kvernfallet også, og i midten av 1930-åra ble det lansert et forslag om å starte utbyggingsprosjektet som nødsarbeid. Glommens og Laagens Brukseierforening, som alt i 1928 fikk konsesjon for regulering av Osensjøen, trengte mer elektrisk energi for å realisere dette prosjektet. Derfor ble det framforhandlet en finansieringsmodell der Brukseierforeningen skulle finansiere anlegsarbeidet ved Kvernfallet mot at Åmot kommune skulle refundere utleggene når kraftproduksjonen ved det nye anlegget kom i gang. Nyanlegget ved Kvernfallet skulle utnytte et fall på 17-18 meter mellom dammen ved Kvernfallet og kraftstasjonen ved Brufallet. Der sto det en francisturbin med yteevne på 750 hestekrefter eller 520 kilowatt. Utbyggingskostnadene ble budsjettert til 367 400 1935-kroner. Herredsstyret i Åmot sluttet seg til kontraktforslaget med Brukseierforeningen sommeren 1935. Dermed kunne anleggsarbeidene starte. Kvernfallet kraftverk ble satt i drift i oktober 1936, men det kommunale kraftselskapet overtok ikke driftsansvaret før i 1939, da også den nye dammen ved Søndre Osas utløp fra Osensjøen sto ferdig. Det var knyttet en maskiniststilling til virksomheten, en jobb elektromontør Einar Evensen (1887-1969) hadde gjennom mange år.
Etter at Rena Kartonfabrikk ble bombet 19. april 1940 mistet det kommunale kraftverket sin suverent største kunde. Det ble viktig for selskapet å finne nye kjøpere til strømmen fra kraftverkene. Leveranser til Stor-Elvdal, Rendalsbygdene og grendene lengst nord i Åmot og ved Osensjøen, som ennå ikke hadde fått strøm, var aktuelt. I Osen ble forslaget møtt med blandede følelser, for der hadde folk satset på sitt eget prosjekt basert på kraft fra Tverrena. En talsmann for Osen kraftselskap uttrykte skuffelse over at Åmot kommune blokkerte prosjektet deres, samtidig som de ble sittende med alle de negative konsekvensene av reguleringa av Osensjøen fra den nye Osdammen. Kraftselskapet i Åmot fikk konsesjon og kunne sette i gang videreutbygging av Kvernfallet høsten 1943. Nyanlegget sto ferdig ved juletider året etter. Dermed kunne hele Åmot få strøm. Etter krigen (1951) kom kraftproduksjonen i Åmot inn i et interkommunalt energisamarbeid i Sør-Østerdal kraftlag A/L. Dette innebar nye samkjøringslinjer. Fra 1960 ble dette regionale samarbeidet avviklet etter at nye aktører kom inn på kraftmarkedet etter nyutbygginger i Trysilelva. Ifølge Wikipedia ble Osfallet kraftverk modifisert i 1985, slik at de to francisturbinene kunne yte 5, 5 MW. I Kvernfallet ble det installert en Kaplan-turbin med kapasitet på 1, 25 MW i 1999.
I 1938-1941 ble det støpt en ny reguleringsdam også ved Osensjøens utløp i Søndre Osa ved Valmen i Åmot, til erstatning for den gamle, som var utført av tømmer og naturstein. Dammen fra slutten av 1930-åra ble erstattet av en ny i 1982-83.
Dammen i Kvernfallet ble bygd uten fisketrapp. Dette fant jeger- og fiskerforeningene, støttet av biologen Hartvig Huitfeldt Kaas (1867-1941), uheldig, for en del av ørreten fra Osensjøen vandret nedover i Søndre Osa for å gyte, og da ble Kvernfalldammen en barriere for tilbakevandring.
Den 4. september 1935 refererte avisa Østlendingen de planene som herredsstyret i Åmot ble forelagt om utbygginga av Kvernfallet slik:
«Direktør Furuholmen redegjorde utførlig for anlegget. Planene går ut på utbygging av Kvernfallet og Brufallet med 18 brutto fallmeter, 17 meter netto. Over elveløpet settes en dam med inntak, hvorfra vannet føres i en 50 meter trerørledning. Dammen støpes av betong og konstrueres så det blir et pent avløp for tømmer. Tømmerdireksjonen, som har gjennomgått planene, har intet å innvende. Et særlig overløp for flomvann er anordnet, tilstrekkelig for de største flommer man kan regne med. I bunnen innsettes to tappeløp. Første del av turbinrøret er sprengt ned i en fjellgrøft, senere går røret i åpent terreng, hvor det legges på betongblokker. Røret får en innvendig diameter av 1,8 meter, beregnet på 4 sekundkubikkmeters vannføring. Et par tømmervelter passeres, og her blir røret overbygget likesom den gamle Ulvåveien legges i bru over røret. I kraftstasjonen installeres en turbin på 750 hk. og en generator på 650 kwa. Maskinhuset legges lavest mulig, men dog saa høit at det skal være fritt for flom. Det bygges av sten på betongfundament. Kraftstasjonen innredes for helt automatisk drift, det passer sig selv bortsett fra at der et par ganger i døgnet må foretas smøring. I planen inngår to fjernledninger, kraftstasjonen – Valmsnesset og kraftstasjonen – Rena, begge ca. 12,5 kilometer. Ved Valmsnesset opsettes en transformator for nedtransformering til 5 000 volt, samme spenning som nu. Ledningen til Rena bygges på Rena Kraftselskaps felt, men på egne master, og feltet må utvides i bredden.»

Denne dammen skulle stuve opp vann til turbinrøret som førte vann fra denne dammen til en kraftstasjon ved det nedenforliggende Brufallet. Da dette fotografiet ble tatt var dammen midlertidig tørrlagt.
Dette fotografiet er hentet fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med notatblokk, lydbandopptaker og kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten tømmertransport til vanns hadde vært. En del installasjoner i og ved elver og innsjøer måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noen eiendommer og kulturminner ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum etter at fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. Materialet ble enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert. Dette fotografiet er hentet fra album 11 i samlinga etter Glomma fellesfløtingsforening.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
