Sanne og Soli bruk – i noen sammenhenger også stavet «Sande og Soli bruk» eller «Sanne og Solli bruk» - lå ved Ågårdselva i Tune i Østfold. Bruket lå altså ved det som har vært omtalt som Glommas vestre løp. Vassdraget deler seg i grensetraktene mellom Skiptvet og Varteig, der det østre løpet går sørover mot Sarpsborg, mens noe vannet flyter sørvestover gjennom Mingevannet, som etter å ha passerte det smale sundet ved Trøsken går over i Isnesfjorden. Ågårdselva har sitt innløp fra den nordvestre enden av dette vannbassenget. Denne elva renner gjennom et berglendt terreng, inntil den kommer til Soli, hvor den etter hvert renner ut i innsjøene Skinnerflo (i vest) og Visterflo (i sør). Sistnevnte innsjø har avløp til Glommas hovedløp – «Storelva» – ved Greåker. Ågårdselva har tre fosser – ved Sølvstu, Valbrekke og Soli – og disse vannfallene har naturligvis skapt muligheter for sagbruksdrift. Også sideåene til Ågårdselva kan ha hatt oppgangssager. Kunsthistorikeren Lauritz Opstad (1917-2003), som skrev et avhandlingsarbeid om Sanne og Soli under 2. verdenskrig, antyder at det første sagbruket her kan ha blitt bygd på slutten av 1500-tallet, da Peder Brockenhus (d. 1608) eide det omkringliggende jordegodset – blant annet garden Sanne. Seinere kom eiendommene og virksomheten ved giftermål over i Bjelke-familiens eie. Sagbruksprivilegiene fra 1688 bekreftet de to Sanne-sagenes rett til å produsere 2 700 bord i året, ved siden av det eierne trengte til eget, lokalt bruk. På begynnelsen av 1700-tallet var jordeiendommene og sagbrukene i Huitfeldt-familiens eie. Flere, blant annet Opstad, har hevdet at Sanne og Soli bruk ble «grunnlagt» i 1752, da løytnant Niels Wærenschiold overtok eiendommen. Denne oppfatningen støtter seg på muntlige opplysninger fra en gammel mann, som i 1914 skal hevdet at sagbruksvirksomheten på dette tidspunktet ble flyttet fra Ågårdselvas sideløp til Soli-fossen, hvor det skal ha vært bygd fire nye saghus. Werenskiold ble rammet av jordskred og brann, og sagbruket ble overtatt av Fredrikstad-kjøpmannen Søren Kleboe, som sørget for gjenoppbygging. Etter hans død kom bruket i Anker-familiens eie, etter hvert med Bernt Anker (1746-1805) som den drivende kraft. Han fikk aksept for å flytte skurkvoter fra andre sagbruk til Soli, hvor produksjonen kunne økes. I 1774 ble imidlertid bruket ødelagt av en storflom. Anlegget ble gjenoppbygd med «4 nye Sauger, hver med 2 Saugblade», som det heter i en kongelig bevilling fra 1775. Samtidig ble rammene for hva bruket kunne produsere oppjustert. Bernt Anker sikret seg også bedre kontroll med vanntilførselen ved å kjøpe omkringliggende eiendommer og bygge dammer som økte magasinkapasiteten. Etter Ankers død ble Sanne og Soli bruk drevet videre av et selskap – Det Ankerske Fideicomiss – som til sammen skal ha gitt levebrød for om lag 20 000 mennesker. Da krakket i den internasjonale trelasthandlen kom, etter napoleonskrigene, satt Fideikomisset med tunge forpliktelser til så vel skattemyndighetene som leverandører og andre forretningsforbindelser. I 1819 bar det til skifteretten med det virksomhetskomplekset som i Bernt Ankers velmaktsdager hadde vært Norges mest blomstrende enkeltmannsforetak. Sanne og Soli ble overtatt av trelasthandleren og politikeren Carsten Tank (1766-1832) fra Fredrikshald (Halden). Etter at svenskene i 1814 hadde vist at det gikk an å seile Glomma helt opp til Sannesund forsto han at det ville bli lettere å få lasten fra sagbruket over på kjøl for eksportleveranser. Tank forsto imidlertid ikke at lavkonjunkturen kom til å fortsette lenge, så han satset for mye på for kort tid. I 1829 ble han slått konkurs. Sanne og Soli bruk ble overtatt av en engelsk kreditor, George W. Norman, som forpaktet bort driften. Alt i 1833 fikk han solgt bruket til ei gruppe norske trelasthandlere: Jacob Meyer, Nicolay Andresen, Andreas Tofte, Westye Egeberg & Comp., Thomas Johannesen Heftye & Søn, alle fra Christiania, og Momme Peterson fra Moss. De nye eierne kunne ikke umiddelbart disponere bruket slik de ville, for handelshuset H. Gerner & Søn hadde ei flerårig forpaktningskontrakt på bruken av sagene. Den som særlig kom til å prege utviklinga på Sanne og Soli under de nye eierne var driftsbestyrer Christian Hansen. Han begynte straks å utrede hvordan vassdraget kunne reguleres med sikte på jevnere vannføring, slik at sagene fikk stabil tilførsel av driftsvann over lengre perioder enn tidligere. Det ble bygd en ny dam ved Isebro, der tømmeret kunne sorteres, og med vannrenner ned til bruket. På denne måten vant man fallhøyde, og kunne bruke det samme vannet to ganger, på det som skulle bli øvre og nedre bruk. Det øvre bruket fikk et cirka 75 meter langt saghus med ni rammesager, mens det nedre bruket i 1840-åra besto av fem mindre saghus med til sammen ni rammesager. I tillegg fikk anlegget et avansert kjerratsystem som skulle bringe skurtømmeret mot sagbenkene. I denne perioden drev Ågårdselva 32 store vannhjul ved Sanne og Soli bruk. De nye eierne kjøpte dessuten eiendommen Nordre Greåker ved Visterflos utløp i Storelva. Her ble det anlagt et stort materialopplag med kaier for utskiping. De store ombyggingsarbeidene ble mulige nettopp fordi bruket i denne perioden hadde mange, kapitalsterke eiere, som kunne dele kostnadene. Etter ombygginga hadde Sanne og Soli bruk kapasitet til å skjære om lag en sjettedel av alt tømmer som ble fløtet i Glomma. Anlegget var det største i Norge målt i antall sagrammer, og Ågårdselva var så godt regulert at virksomheten vanligvis kunne holdes gående i seks måneder hvert år. Kapasiteten ble videre utviklet i 1850-åra, med et stort nytt saghus som erstatning for fire eldre og mindre. Etter dette hadde Sanne og Soli bruk 18 oppgangssager og 9 kantsager. Sagrammene var fortsatt enbladete, men de ble erstattet av flerbladete «silkesager» i 1860-åra, noe som effektiviserte produksjonen kraftig. Etter dette skal Sanne og Soli i noen år ha vært Skandinavias største sagbruk. Eierne tjente gode penger. Men fra midten av 1870-åra kom det en nedgangskonjunktur, etter at dampteknologien hadde kommet og gitt grunnlag for en omfattende skurlastproduksjon i Østersjøregionen. Sanne og Soli bruk hadde gratis energi fra vannfallene, men slet likevel i konkurransen med andre aktører. De gamle trelasthandlerfirmaene som hadde kjøpt bruket i 1830-åra mistet etter hvert interessen for anleggene ved Ågårdselva. Fra 1870-tallet og framover ble det investert minimalt i fornyelser og vedlikehold. I 1897 ble virksomheten reorganisert gjennom «Actieselskabet Sanne og Soli Brug», med And. H. Kiær & Co. i Fredrikstad og ei gruppe kapitalsterke skogeiere fra Sør-Østerdalen som aksjonærer. De nye eierne overtok en virksomhet i forfall. Bare to oppgangssager og ei kantsag var i drift. Inntjeninga gav ikke grunnlag for modernisering og effektivisering av sagbruket ved Ågårdselva. Men eierne bygde et moderne teglverk i tilslutning til anlegget, som skulle drives med sagflis som brensel. Heller ikke dette ble noen kommersiell suksess. Planer om reguleringstiltak høyere oppe i vassdraget, som ville redusere vanntilførselen til Ågårdselva, bidro ytterligere til pessimisme med tanke på langsiktig drift. I 1913 kom det forslag om å avvikle virksomheten, noe selskapets styre gikk inn for. Det øvre bruket ble revet i 1914. Bruksbestyrer Mathias Ellingsen (1849-1934) påtok seg fortsatt litt leieskur på det nedre bruket. Den siste tømmerstokken passerte sagrammene på Sanne og Soli bruk i 1925. Sagbruksbygningene ble solgt til nedriving i 1931. I 1970-åra ble de gjenstående våningshusene på Soli overtatt av Eva og Willy Dørje-Berg, som har satt området i fin stand og drevet stedet som en turistattraksjon med kulturtilbud.

Fotografiet viser et vasshjul som er lagret opp på en gråsteinspilar i et forholdsvis bredt, ikke altfor urolig elveleie. Til venstre for vasshjulet ses nok en gråsteinsmur, antakelig en del av grunnmuren til sagbruksanlegget. I bakgrunnen en åskam med dyrket mark og skog. På bakkekammen skimtes bebyggelsen på en gard.
Fotografiet er tatt i forbindelse med direksjonsbefaringen i 1935. Dette fotografiet skal være tatt i 1935, ti år etter at den siste skurlasten ble levert fra dette sagbruket. Det er imidlertid høyst usikkert om akkurat dette vasshjulet var i bruk så seint som i midten av 1920-åra.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. Fotograf OT Ljøstad reproduserte en del av motivene med mellomformatkamera og svart-hvitt-film. Materialet ble enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
