I 1916 møttes ordførerne i hedmarkskommunene Hamar, Vang, Furnes, Stange, Romedal, Løten, Ringsaker og Nes for å drøfte oppkjøp av fallrettighetene i Vinstravassdraget i Nord-Fron i Oppland. Prisen på disse rettighetene var satt til en million kroner. Ordførerne så behovet for elektrisk energi, og kommunene aksepterte tilbudet. Eierne startet med å bygge et provisorisk kraftverk for å kunne levere strøm innen fem år etter kjøpet av fallrettighetene, slik konsesjonsbetingelsene forutsatte. Strømmen herfra gikk til lokalsamfunnene omkring Kamfossen, grendene Kvikne og Skåbu. Da fallrettighetene i Vinstra ble kjøpt ble det også dannet et felles kraftselskap for kommunene på østsida av Mjøsa, Hedemarken kommunale kraftselskap. Selskapet eksisterte bare som driftsselskap for det provisoriske kraftanlegget ved Kamfossen, som for øvrig var et underskuddsforetak. Gjelda fra kjøpet av fallrettighetene var dessuten tyngende. Hamar, Vang og Furnes kommunale kraftselskap overtok derfor interessene til Stange og Romedal kommuner. Tidlig i 1930-åra gikk Hedemarkens kommunale kraftselskap konkurs, og Hamar, Vang og Furnes overtok boets eiendeler og rettigheter for 100 000 kroner. Selskapets egne strømkunder hadde foreløpig ingen glede av investeringa, for selskapet hadde verken konsesjon for å bygge kraftlinjer fra Nord-Fron til Hamar-området eller nødvendig kapital til å realisere store utbyggingsplaner i vassdraget. I første omgang ble det satset på ei mindre utbygging som skulle gi strøm til de to Frons-kommunene og andre storforbrukere av strøm i Gudbrandsdalen. Slik sikret eierne inntekter og overskudd i regnskapene, noe som var en forutsetning for å kunne fortsette ekspansjonen. Vassdragsvesenet, som var opptatt av å få omsatt uutnyttet kraft fra Nore, satte seg imidlertid imot søknader om overføring av kraft fra Kamfossen til Mjøsbygdene. Fra 1937 fikk Nore-kraftverket solgt all sin kraft, og en stigende etterspørsel etter elektrisitet på Østlandet bidro til at Hamar, Vang og Furnes kraftselskap fikk godkjent sin konsesjonssøknad i 1938. Dermed kunne selskapet sette i gang utvidelse av kraftstasjonen med en ny, kraftig turbin og bygging av høgspentledning til Lillehammer. Nyanlegget, Kamfoss II, med kraftstasjon som var innsprengt i fjellet, ble åpnet like etter krigsutbruddet i 1940, og cirka et halvår seinere var ledningsnettet til Hedmarksbygdene klart for bruk. Utbyggingsarbeidene i Vinstravassdraget fortsatte etter krigen, i første omgang som et samarbeid mellom Hamar, Vang og Furnes kommunale kraftselskap og Aker elektrisitetsverk under navnet Vinstra kraftselskap. Da ble det sprengt en nesten 24 kilometer lang tunnel fra Olstappen til underjordisk basseng ved Baukhol i Sør-Fron med rørledninger videre til en kraftstasjon ved Harpefoss. Dette anlegget ble satt i drift i 1953. På denne tida ble det også lansert planer for utbygging av Øvre Vinstra, som et samarbeid mellom Vinstra kraftselskap og Opplandskraft. Her grep imidlertid staten inn med krav om at Oslo, Akershus, Hedmark og Oppland fylker skulle stå for denne utbygginga.

Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med notatblokk, lydbandopptaker og kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten tømmertransport til vanns hadde vært. En del installasjoner i og ved elver og innsjøer måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noen eiendommer og kulturminner ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum etter at fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte en del av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert. Dette fotografiet er hentet fra album 10 i samlinga etter Glomma fellesfløtingsforening.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
