Lokaliteten er en del av hulveiprosjektet i Vestfold, som var et samarbeidsprosjekt mellom Statens vegvesen Vestfold, Norsk vegmuseum, Vestfold fylkeskommune og Universitetets Oldsaksamling, fra 1998 til 2000. Prosjektets målsetning skulle være å ta for seg de eldste veifarene i Vestfold og det ble valgt ut områder der hulveiene inngår som en del av det kulturhistoriske miljøet. Det var tre hovedmål: Vern og bedre sikring av hulveier i kulturminneforvaltningen, formidlingstiltak rettet mot lokalbefolkningen og arbeid med problemstillinger i forhold til veienes alder, funksjon og betydning i relasjon til samfunnsutviklingen i førreformatorisk tid. Alle vedartsbestemmelser og radiologiske dateringer er utført av Laboratoriet for Radiologisk Datering ved NTNU. Lokalitetene fra hulveiprosjektet har C-numre, fra C.56442-C.56448, C.56470.
De arkeologiske undersøkelsene på Hovland (1106/1) ble gjennomført 20, 21. og 24. mai 1999. Landskapet hvor lokaliteten ligger er preget av fjellkoller med lengderetning N-S, i et relativt flatt terreng. Kysten ligger noen hundre m Ø for lokaliteten. I historisk tid har det vært mulig å seile eller dra skip i en i dag oppgrunnet lei, V for Skisakergårdene og Sundby. Det finnes en rekke kjente kulturminner i området rundt lokaliteten, med markedsplassen Kaupang som det mest kjente, i tillegg til en rekke gravminner (bl.a. Id. nr. 38747). Det ble foretatt en begrenset kulturminneregistrering i nærområdet rundt hulveien. Det ble spadd ut to profiler i hulveiene A, B og C i grøften som har skåret over hulveiene. Det ble i tillegg lagt en sjakt i lengderetningen til hulvei C. Det ble tilsammen utskilt 9 hulveier, som er gitt betegnelser A-I
