Skjefstadfossen i Elverum har, sammen med de ovenforliggende Haugsfoss og Knappfoss, en fallhøyde på 10,5 meter ved lav vannføring. Her ble det første betydelige kraftverket i den øvre delen av Glomma bygd i 1909-10. Utbyggerne fikk oppført en kraftig opptuvingsdam øverst i Skjefstadfossen. Denne dammen var 312 meter lang. Mot det østre landet ble det lagd et 70 meter langt djupløp for fløtingstømmeret. Mot vest var det en 112 meter lang kanalmur som skulle lede driftsvann til kraftstasjonen gjennom ett, seinere to grove betongrør de 417 meterne ned mot kraftstasjonen. Den var tegnet av elverumsarkitekten Vilhelm Norsted (1872-1944) og bygd av entreprenørselskapet Høyer Ellefsen. Jernkonstruksjonene og turbinene var det A/S Thunes mek. Verksted som leverte, mens generatorene og apparaturanlegget kom fra AEG. Ingeniør Johan Jørgen Kinck (1873-1955) fra Kincks vandbygningskontor var prosjektleder. Kraftanlegget leverte strøm fra desember 1910 - etter en intens byggeperiode på 18 måneder. Kapasiteten ble utvidet flere ganger under 1. verdenskrig, deretter også i 1938. Strømmen gikk fra først av til Elverum og Hamar, men leveransene ble snart utvidet til Løten, Vang, Furnes, Våler og Åsnes.
Murverket fra 1909-10 begynte etter hvert å forvitre. En rapport fra begynnelsen av 1960-åra viste at særlig dammen var ganske dårlig. Derfor ble det bygd en ny platedam i 1965-66, også denne gangen med Høyer Ellefsen som entreprenørselskap. Deretter ble utviklinga av anlegget videreført ved at det ble igangsatt arbeid med en ny kraftstasjon etter en plan som sivilingeniør Elliot Strømme (1904-1984) hadde utarbeidet i 1970. Den nye stasjonen ble satt i kommersiell drift seinhøstes i 1972. Likevel fortsatte driften ved den gamle stasjonen, i stor utstrekning med det gamle maskineriet.
I kulturminneåret 1997 ble den gamle kraftstasjonen ved Skjefstadfossen utpekt til årets kulturminne i Elverum kommune. Anlegget er restaurert i samarbeid mellom Elverum elektrisitetsverk, Riksantikvaren og lokale museumsfolk.

Dammen er om lag 300 meter lang, og den har en noe buet form. Damkrona ble støpt slik at den skrånet en aning nedover mot den østre enden. På den måten ønsket utbyggerne å trekke fløtingstømmeret mot den østre delen av elveløpet, for i vest lå kraftstasjonen og i midten av elva var det store steinører i sona nedenfor dammen, der tømmeret hadde lett for å sette seg fast. Da dette bildet ble tatt, var det enkelte stokker som hadde blitt stående i fallsona, særlig mot det nevnte grunne partiet i den midtre delen av elveløpet.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe de kalte «Prosjekt Glomma». Historikeren Øivind Vestheim og fotografen OT Ljøstad fulgte fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløting om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for arkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble i forbindelse med avviklinga av fløtinga overlatt til Norsk Skogbruksmuseum. Det besto av 72 album, samt en del «løse» kopier og negativer. Materialet ble enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
