Biblioteket var Østfolds største og ble bygd i 1922-1925. I 1926 stod hele biblioteket ferdig til bruk.
I 1920-1921 ble det avholdt en arkitektkonkurranse og vinnerutkastet het «Der Glommen gjør en sving», som arkitekt Harald Sund og reguleringssjef August Nielsen stod bak.
