A/S Hardanger Elektriske Jern- og Stålverk blei grunnlagt i 1910 av Sam Eyde medan han var generaldirektør i AS Tyssefaldene. Elektrokjemisk (Det norske Aktieselskab for Elektrokemisk Industri (Elkem)) og Arendals Fossekompani var også interessentar. Alt i januar 1909 vedtok direksjonen for AS Tyssefaldene å kjøpa ein svensk metode for smelting av jernmalm. Bakgrunnen var at Tysso I med Tyssedal kraftstasjon hadde langt større kraftressursar enn det Oddafabrikkane (seinare Odda Smelteverk) hadde behov for, så det var viktig å få i gang fleire kraftkrevjande fabrikkar og skapa eit industrielt miljø i området. Det lansiktige målet var å byggja ut ein elektrisk jern- og stålindustri i Noreg. Hardanger Elektriske Jern- og Stålverk var bygd som ein forsøksfabrikk. Sam Eyde sin plan var å prøva ut teknologien i Tyssedal og deretter gå i gang med eit stort stålverk i Arendalsområdet. Teknologien var kjøpt frå Sverige; ein stor masomn utvikla av ingeniør Grønwall ved Domnarvet Järnverk i Borlänge. Smeltinga kom i gang i 1911. I 1912-13 utvida dei med ein omn til. Men heilt frå starten hadde verket problem med drifta, og på folkemunne blei det heitande ”Hardanger Elendige Jern- og Slaggverk”. Slagg frå stålverket vart enda til tippa på sjøen som fyllmasse, noko vi framleis kan sjå i sjøkanten utanforTyssedal kraftstasjon. Prøvedrifta blei aldri lønsam og det stoppa i praksis rundt 1913. I 1915 gjekk neste generaldirektør for AS Tyssefaldene, Ragnvald Blakstad, inn og overtok 90% av aksjene og inngjekk kraftleieavtale med DNN Aluminium for oppstart av ein ny fabrikk på tomta. Jern- og stålverket hadde bygd opp kaiområde og fabrikkhall med mottaks- og fordelingsstasjon for straum. Dette kunne aluminiumsfabrikken overta og det korta ned byggetida. Sentrale personar bak Jern- og stålverket var forutan Sam Eyde, syskenbarnet Alf Scott Hansen og heradshøvding Wallenberg, alle medlemer i direksjonen for AS Tyssefaldene.
